Foolish Driving Leads to Heroin Arrest in Stafford: Police
A man cut in and out of heavy traffic at high speeds on I-95, says the Stafford County Sheriff's Office. He was pulled over. Drugs found.

All of which brings us to Stephen Don Carter, 43, of the Vance Way in Stafford.

His was a Toyota Tundra speeding through heavy traffic on the aforementioned Interstate when it was pulled over shortly before 1:30 p.m. on Tuesday.
Police say Carter was extremely anxious and shaking when asked about his driving behavior, after which an officer summoned a K-9 Unit.

Bingo. The dog detected drugs, the vehicle was searched and the heroin was found along with a digital scale and other paraphernalia.
Carter was arrested and charged with possession with intent to distribute a controlled substance. He's being held without bond.
