Fredericksburg Health Inspections: China Wong, Vocelli Pizza
The Rappahannock Area Health District recorded violations at several facilities around Fredericksburg during recent restaurant inspections.
FREDERICKSBURG, VA — Several facilities in the Fredericksburg area recorded violations during recent inspections from the Rappahannock Area Health District. Inspectors conducted the most recent visits between March 15 and March 21.
In Virginia, all food service locations are supposed to be inspected at least once per year. Facilities with higher risk factors may be inspected as often as four times per year, according to the Virginia Department of Health.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected. Sometimes, the follow-up inspection only considers the most important "priority" violations.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.
Depending on the results of the inspection, the health department can pursue several actions. They can issue a permit for the restaurant to continue serving food, they can schedule a follow-up inspection to determine if violations have been rectified, or they can temporarily shut down an establishment until certain issues are solved.

The Virginia Department of Health only recommends restaurants have their permits suspended when "the continued operation of the foodservice presents a substantial and imminent threat to the public health."
Here are the most recent violations as listed by the Rappahannock Area Health Department:
- Domino's Pizza, 511 Emancipation Hwy Fredericksburg, VA 22401
- Date inspected: March 15
- Total violations: 2
- Observed shelving above 3 compartment sink holding clean equipment is soiled to sight and touch.
- Observed the following facilities in need of cleaning: 1. AC/fan vents in back kitchen area and bathroom 2. floor drain under the 3 compartment sink
- Vocelli Pizza, 1911 Plank Road Fredericksburg, VA 22401
- Date inspected: March 15
- Total violations: 10
- Person in charge was unable to provide an employee health policy. EHS provided a copy, the only employee of the store at the time signed the policy.
- Person in charge was unable to provide written procedures for how the facility would clean up bodily fluids. EHS provided a VDH copy of a written plan and advised person in charge to use the provided copy or adapt a plan that will work for the facility's needs.
- Observed a food employee scrub soapy hands for less than 5 seconds. EHS instructed food employee to properly rewash their hands.
- Observed a soiled plastic spatula inside the basin of the front hand sink. EHS discussed with the person in charge to ensure hand sinks are being used for hand washing only. Spatula was removed to the warewashing area.
- Observed the pump dispenser attached to the wall besides the kitchen hand sink does not have soap available only hand sanitizer. Observed a food employee go into the employee bathroom to get soap for handwashing. EHS discussed with the person in charge to ensure all hand sinks are always stocked with hand soap to ensure employees are adequately washing hands as needed.
- Observed the blade of the can opener was heavily soiled. Can opener was relocated to the 3 compartment sink for washing.
- Observed the following equipment in poor repair: 1. the cold water handle of the front hand sink is missing. 2. Inside the walk in cooler the vent cover for the fan is missing.
- Per discussion with the person in charge and observation of the 3 compartment sink set up, the current warewashing procedures used by the facility are the following: rinsing debris off dishes, washing in soapy water and sanitizing. EHS explained proper and effective warewashing procedures to the person in charge. EHS recommended labeling of the 3 compartment sink to avoid confusions.
- Observed leaking water pipes under the 3 compartment sink.
- Observed an unused pizza prep cooler in the back kitchen area. Person in charge stated it is planned to remove the pizza prep cooler from the facility.
- Dominion Raceway- Infield Concession, 6501 Dominion Raceway Ave Woodford, VA 22580
- Date inspected: March 15
- Total violations: 1
- This food establishment does not have an employee, with management and supervisory responsibility, that is a Certified Food Protection Manager.
- Szechuan D'lite, 70 Doc Stone Road Suite 111 Stafford, VA 22554
- Date inspected: March 15
- Total violations: 10
- The person in charge could not provide written procedures on cleaning of bodily fluid incidents.
- Observed that the hand sink is not accessible. The person in charge removed the large storage rack that was blocking the hand sink.
- Observed uncovered foods in the reach in cooler (corrected) and the walk in cooler.
- Observed raw shell eggs stored over vegetables in the walk in cooler and raw chicken stored over cooked ribs in the reach in cooler (corrected).
- Observed that the fryer baskets, inside of several stainless steel pans, a pair of tongs, and the knife require cleaning.
- Observed that the Sweet/Sour chicken and cooked ribs in the reach in cooler along with cooked rice and spring rolls in the walk in cooler were not dated.
- Observed several stainless steel pans that were stacked wet.
- Observed that the gaskets on the reach in cooler and walk in cooler are in disrepair. The gasket on the walk in cooler has duct tape on it.
- The following non-food contact surfaces require cleaning: top of the steam table, inside of the reach in cooler, air vent covers on the reach in cooler and sandwich prep unit, foil paper coving the reach in freezer, gaskets on the refrigeration units, and the tops of the tongs (corrected).
- Observed that the floors, walls, and ceiling throughout the kitchen is in need of detailed cleaning to include the air vent covers in the restroom, kitchen, walk in refrigeration units, and the light shields.
- Potbelly Sandwich Shop, 1240 Carl D. Silver Pkwy Fredericksburg, VA 22401
- Date inspected: March 15
- Total violations: 7
- Person in charge was unable to provide an employee health policy. EHS provided a copy. Before the inspection was over, the employees on shift read and signed the policy. Person in charge will ensure rest of the staff signs the policy.
- Observed a food employee enter the food prep area from the dining room, put on gloves and began making an order. EHS spoke with pic and food employee to ensure hands are washed before food preparation begins and before putting on a new pair of gloves.
- Observed a stack of stainless steel containers that were stored stacked while still wet.
- Observed the cutting boards of the prep stations have black staining throughout the surfaces.
- Observed all of the cooling/prep units in the front require a deep and thorough cleaning of the interior surfaces. A lot of encrusted food debris was observed.
- Observed wall paneling coming undone and loose above the chip rack in the back kitchen area.
- Observed the following facilities in need of cleaning: 1. floors of the walk in cooler, walk in freezer, floors underneath shelving in the back kitchen and floors underneath equipment in the front kitchen area. 2. walls behind equipment in the front prep area 3. ac/ceiling vents and some dusty ceiling tiles in the back kitchen area.
- Checkers 5900, 3901 Plank Road Fredericksburg, VA 22407
- Date inspected: March 16
- Total violations: 4
- This food establishment does not have an employee, with management and supervisory responsibility, that is a Certified Food Protection Manager.
- Observed the surfaces of the vegetable diced and the tomato slicer were soiled. Items were taken to the 3 compartment sink to be cleaned.
- The sliced cheese, shredded lettuce and the sliced tomatoes on the make line for which time rather than temperature is being used as a control is not properly labeled.
- The ceiling vents and the ceiling tiles around them were observed soiled.
- Doveshack's Smoked BBQ #1 (Z5051), 18 Brookshire Drive Fredericksburg, VA 22405
- Date inspected: March 16
- Total violations: 2
- Observed the following 1) unsealed wood that's not smooth and easily cleanable in all cabinets, underneath and behind the small homestyle refrigerator, 2) duct tape on the light shield and one of the cabinets.
- Observed three unused smokers in need of repair.
- Bowlero Fredericksburg, 12100 Kilarney Drive Fredericksburg, VA 22407
- Date inspected: March 20
- Total violations: 8
- Observed a food employee touch their personal belongings then apply gloves without washing their hands and engaged in food preparation. Employee was instructed to wash their hands.
- Observed four tongs soiled to the sight and touch. Items were relocated to be washed, rinsed, and sanitized.
- The following time/temperature control for safety foods were found cold holding at improper temperatures overnight in the prep unit near the two compartment sink: 1) a container of commercially processed salsa 47'F, 2) a container of shredded cheese (48'F), 3) a container of sour cream (47'F), 4) a large container of sour cream (44'F) on the bottom shelf. Items were discarded.
- Observed two spray bottles with bleach and peroxide which are toxic chemicals. During the inspection the person in charge labeled the items during the inspection.
- Observed the prep unit (48'F) near the two compartment sink not holding the required temperature of 41 degrees or less. Person in charge will contact a technician to evaluate the unit.
- Observed the walls behind the cookline, ceiling (to include vents) in the back of the house in need of deep cleaning.
- Observed the following: 1) a crack in the ceiling by the two compartment sink, 2) ceiling tiles need to be adjusted, 3) missing light shield by the exterior door.
- Observed two employee jackets, a lunch box, two beverage containers, and a hat stored near single services articles and food on the shelving units in the dry storage area. Items were relocated.
- China Wong, 736 Warrenton Road #Suite 111 Fredericksburg, VA 22406
- Date inspected: March 20
- Total violations: 16
- Observed a food employee place equipment in the sanitizer basin of the 3 compartment sink with their bare hands and then proceed to don disposable gloves to handle cooked chicken. Instructed the food employee to remove gloves and wash their hands.
- Observed a food employee wash their hands in the back kitchen handsink for a period less than 15 seconds. Instructed the employee to wash their hands.
- Observed trays of uncovered raw beef and dumplings inside the walk in freezer. During the inspection the person in charge placed plastic wrap over the foods.
- Observed the following: 1- Covered container of uncooked pork dumplings stored over container of cooked dumplings inside prep cooler #1, 2- Container of raw scallops in water stored over covered containers of sauces in prep cooler 1 and 3- four boxes of shell eggs stored on top of a box of uncut cabbage inside the walk-in cooler. During the inspection the person in charge relocated the raw animal foods.
- Observed the following food contact equipment soiled to the sight and touch: Numerous plastic containers and stainless-steel containers stored on wire shelving. The equipment was relocated to the 3-compartment sink for cleaning.
- Observed container of black beans which were prepared from the dry state, cooked in oil for rehydration, and held at the cook line at 68 degrees F based upon conversation with the owner. The person in charge reported the food was prepared at 11:30 a.m. The facility will use time as a public health control for a period not to exceed 4 hours. During the inspection the person in charge placed a note to discard the black beans at 2:00 p.m.
- Observed 4-5 caulk compounds stored on wire shelving above packaged food in the dry storage room.
- Observed improper cooling methods to cool cooked and breaded chicken. Observed cooked and breaded chicken cooling in a large plastic container on a prep table in the back of the house. During the inspection the chicken was placed on a sheet plan in a single layer and relocated to the walk in freezer. Temperatures were observed between 41-35 degrees F at the end of the inspection.
- Observed menu states crabmeat is available to guests, however, imitation crabmeat is purchased and was observed inside the walk in freezer. Update menu to ensure foods offered for sale to customers are honestly presented.
- Observed multiple bulk containers of sugar and salt which were not labeled to identify the contents.
- Observed the following in poor repair: 1- wire shelving throughout the facility has an accumulation of rust and 2- numerous cracked plastic containers.
- Observed accumulation of debris on the following nonfood contact surfaces: Salamander, right side of the wok, interior of reach in refrigeration units, knife holder.
- Observed strong odor in the vicinity of the in-floor grease trap in the warewashing area. Contact plumber to evaluate system.
- Observed the toilet room door is not tight closing, gap exists when the door is closed.
- Observed the following areas in need of cleaning: 1- cob webs/dust on the walls and ceiling in dry storage room, 2- floor under the smoker and 3- floor drains.
- Observed the following in poor repair: 1- gaps in ceiling tiles, seal around conduits/plumbing lines, 2- gaps in ceiling tiles, 3- ceiling tiles in the dry storage room are peeling.
- Wendy's, 5801 Plank Road Fredericksburg, VA 22407
- Date inspected: March 20
- Total violations: 7
- Observed a food employee place hand soap on their hands and lather their hand under running water at the hand sink located near the grill. Hands were not effectively cleaned due to hand soap being flushed down the drain during hand washing. Observation was discussed with the person in charge (PIC).
- Observed a food employee handle raw hamburger with gloved hands then discarded gloves and donned new gloves and touch clean equipment without first washing their hands. Employee was instructed to wash their hands.
- Observed a large tray of chili (123-132'F) in the hot holding unit near the ice machine. Per discussion with the person in charge- the timer for the unit gets set to an hour which brings the temperature to 170'F- once the timer is off- the item stays in the unit while it is turned off as a back-up. Item was in the unit while turned off for about an hour. Chili was reheated to 165'F within 30 minutes. EHS instructed the PIC to leave the unit on at all times.
- Observed exposed iced tea packets stored under hand washing sink pipes in the front of the house. Item was relocated.
- Observed four food employees out of six preparing food without proper hair restraints.
- Observed the ceiling tiles throughout the facility in need of cleaning (to include light shields and ceiling vents).
- Observed the following: 1) cracked floor tiles near the cookline, floor tiles need to be re-grouted throughout the facility, 2) ceiling tiles need to be adjusted.
- Pizza Hut, 4701 Plank Road #103 Fredericksburg, VA 22407
- Date inspected: March 21
- Total violations: 3
- The temperature for the hand washing sink in the front of the house by the pizza perp unit only reached 64'F.
- Observed the following in need of cleaning: 1) wired shelving unit by the fryer, 2) oven, 3) top of dishmachine.
- Observed walls, floors (to include walk in freezer), and ceiling (to include ceiling vents) throughout the kitchen in need of cleaning.
- Wendy's #6582, 588 Warrenton Road Fredericksburg, VA 22406
- Date inspected: March 21
- Total violations: 7
- Improper handwashing procedures observed: 1) food employee handled raw meat then washed hands for less than five seconds then turned off faucet with bare hands, 2) food employee placed hand soap on their hands and lathered their hands under running water at the handwashing sink located near the 3 comp sink- hands were not effectively cleaned due to hand soap being flushed down the drain during hand washing. Observations were discussed with the person in charge, employee was instructed to re-wash their hands properly.
- Observed two ladles and two pans that were soiled to the sight and touch.
- Per discussion with the person in charge the food contact surface of the thermometer that comes in contact with time/temperature control for safety foods (TCS) is not being washed every four hours or when contamination occurs as per the food regulations. Thermometers only get wiped with an alcohol wipe.
- Observed the following cold holding at improper temperature in the sandwich prep unit for over four hours- 1) a container of sliced swiss cheese (53'F), 2) a container of sliced monster cheese (55-58'F), 3) a container of shredded mozzarella cheese (54'F). The top of the prep unit had a gap which prevented air form circulating properly. Items were discarded for safety- PIC placed a container to fill the gap. The bottom of the unit was maintaining a proper temperature of (38'F).
- Observed several pans on shelves over the 3 compartment sink that were stacked while wet after cleaning and sanitizing. items were removed to be washed, sanitized and properly dried.
- Observed the following non food contact surfaces In need of Cleaning 1. reach in freezer by the cookline, 2. Sandwich prep unit, 3. the Screen mount above the hot holding unit in need of cleaning 4. Cup holder by drive thru area.
- Observed the following in need of repair: 1) ceiling tiles in the dry storage room and by the drive thru area, 2) floor tiles need to be re-grouted, 3) leak in the pipe in the dry storage area, 4) the exterior walk in cooler door.
