FREDERICKSBURG, VA – The Fredericksburg Police Department released its 2025 Annual Report, detailing a year of modernization and community-focused growth under the leadership of Chief Brian Layton, who retired on Jan. 1, 2026.

Technological Expansion And The DFR Program
The department's "Drone as First Responder" program, which transitioned from a pilot phase in previous years to a fully integrated operational unit in 2025, is a major highlight. The program allows for rapid aerial assessment of emergency calls, often providing ground units with critical intelligence before they arrive on the scene. This year, the department expanded its fleet and trained additional officers to ensure 24/7 drone coverage for high-priority incidents.

School Safety And Automated Enforcement
Building on the foundation of previous years, the department’s school zone speed enforcement program reached full implementation in 2025. This initiative utilizes automated camera technology to monitor and cite speeding violations in active school zones. According to the report, the program has resulted in a marked decrease in average vehicle speeds near city schools, contributing to a safer environment for students and pedestrians.
Crisis Intervention And Specialized Teams
A key change from earlier reports is the significantly increased role of the Crisis Intervention Response Team. In 2025, the department intensified its partnership with mental health professionals to handle behavioral health crises. The report indicates a higher percentage of mental health-related calls were resolved without arrests compared to 2024, reflecting the department's goal to divert such cases toward clinical support.
Additionally, the LGBTQ+ Liaison Team, established to foster inclusive relationships, saw its first full year of community outreach programming, including town halls and specialized training for sworn staff.

Crime Trends And Operational Statistics
While general crime rates remained stable, the department noted a shift in its enforcement focus toward high-impact "quality of life" issues. The 2025 report highlights a renewed crackdown on illicit drug distribution and firearm-related offenses through regional task force collaborations.
Furthermore, the department emphasized its continued use of "Flock" license plate readers. The 2025 data shows these cameras played a pivotal role in resolving a high number of vehicle thefts and identifying suspects in cross-jurisdictional crimes, a capability that has grown substantially over the last three years.
Professional Excellence And Accreditation
The department maintained its gold-standard status by receiving its fifth consecutive CALEA re-accreditation. Notably, the 911 Communications Center also achieved its own individual accreditation this year, making Fredericksburg one of the few departments in Virginia to hold "dual status" accreditation for both police and dispatch operations.
"Reflecting on 2025, I am proud of the significant progress our department achieved," said Chief Betsy Mason, who became the new head of FPD following Layton's departure in January. "Our E-911 Communications Center earned CALEA accreditation, demonstrating adherence to the highest standards in public safety communications. We also made important investments in technology to improve safety, efficiency, and accountability. The implementation of Flock cameras and an additional school zone speed camera enhances public safety and supports crime prevention efforts."
