Fredericksburg Restaurant Inspections: Jin's Garden, Roma Pizza, Le Grand Cru

The Rappahannock Area Health District recorded violations at several facilities around the area during recent restaurant inspections.

FREDERICKSBURG, VA — The Rappahannock Area Health District recorded violations at several facilities around Fredericksburg, Stafford, and Spotsylvania during recent inspections. The most recently published inspections occurred between June 15 and June 21.

In Virginia, all food service locations are supposed to be inspected at least once per year. Facilities with higher risk factors may be inspected as often as four times per year, according to the Virginia Department of Health.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Depending on the results of the inspection, the health department can pursue several actions. They can issue a permit for the restaurant to continue serving food, they can schedule a follow-up inspection to determine if violations have been rectified, or they can temporarily shut down an establishment until certain issues are solved.

Here are the most recent violations as listed by the Rappahannock Area Health Department:

  • Best Kabob Halal, 624 Garrisonville Rd Suite #110 Stafford, VA 22554
    • Date inspected: June 15
    • Total violations: 1
      • Facility does not have a certified food protection manager.
  • Le Grand Cru Catering LLC, 275 Decatur Road Stafford, VA 22554
    • Date inspected: June 15
    • Total violations: 15
      • Observed the refuse and recycling dumpsters are stored on gravel surfaces.
      • Observed accumulation of debris on the following nonfood contact surfaces: Range, shelving throughout, upsplash of the coffee brewer, prewash spray nozzle, exterior of food containers in the warewashing shelving and interior of convection oven.
      • Observed the handsinks, 3 vat sink, and dishwasher drainboard are not sealed to the adjacent wall.
      • Observed employees working in the kitchen without adequate hair and beard restraints.
      • Observed packaged and covered food stored under dripping condenser unit inside the new walk in cooler. The food was relocated during the inspection. Contact technician for repair.
      • Observed presence of flying pests in the kitchen. Contact pest control for inspection and service.
      • Observed first aid kit stored on top of the microwave oven. The first aid kit was relocated during the inspection to prevent cross contamination.
      • Observed multiple spray bottles of ready to use Quaternary Ammonium sanitizer and sanitizer wiping cloth buckets stored on top of food preparation tables and in close proximity (less than 6 inches) from equipment and single use articles. During the inspection the sanitizers were relocated to prevent contamination.
      • Observed in house prepared herb butter, prepared from unsalted butter, dated 5/25/2022. The TCS food should have been discarded on 6/1/2022. The person in charge voluntarily discarded the butter during the inspection.
      • Observed the following TCS foods cold holding at improper temperatures: 1- Prep cooler #1- Sliced cheese (56°F). Observed the food container overfilled above the fill line. The person in charge reported the cheese was pulled from another cooler and placed in the prep cooler at 11:00 a.m. The person in charge relocated the cheese to the walk in cooler to cool to 41°F or less by 3:00 p.m. 2- Observed Sliced tomatoes (50, 47°F), Sliced seaweed (44°F), hummus (44°F), feta cheese (47°F) and bacon wrapped peppers (55, 56°F) in the top right section of prep cooler#2.. The person in charge reported the TCS foods have been in the unit overnight and voluntarily discarded for safety. Instructed the person in charge to contact a technician for service. Discussed monitoring food temperatures every 2-3 hours and using ice baths during peak service times until the unit is repaired. 3- Observed Multiple sticks of unsalted butter stored on top of a convection oven (64.9). The person in charge reported the butter was pulled from refrigeration at 12:45 p.m., temperature was observed at 1:15 p.m. The person in charge reported the butter would be used to make herbed butter. Use, discard or cool the butter to 41°F by 4:45 p.m.
      • Through observation and discussion with the person in charge, the food establishment is conducting noncontinuous food processes in absence of written procedures or approval from the health department. The person in charge reported raw hamburgers are seared on the top and bottom of the patty (observed sear marks during the inspection), and are cooled and cooked upon a customer's order. The person in charge voluntarily discarded the pan of partially cooked hamburgers inside the top of prep cooler #1. Instructed the person in charge to discontinue noncontinuous cooking until written procedures are received and approved by the health department
      • Observed interior of the ice machine soiled.
      • Observed uncovered container of raw shell eggs stored over packages of heavy whipping cream in side the walk in cooler. During the inspection the eggs were relocated to the bottom shelf.
      • Observed soiled towel and a coffee cup in the prep area handsink and wine at the base of the bar handsink. During the inspection the items were removed. Ensure handsinks are used for handwashing tasks only.
      • Observed an employee's half eaten hamburger on a plate in the kitchen. The person in charge discarded the hamburger during the inspection.
  • Tokyo Express, 5700 Salem Run Blvd #106 Fredericksburg, VA 22407
    • Date inspected: June 15
    • Total violations: 3
      • The homestyle freezers, coolers and chest freezer are not installed 6 inches off of the floor.
      • The wire shelving in the walk in cooler and near the wok station are rusty and are not able to be cleaned.
      • The light intensity is below 50 foot candles where a food employee is working with food. Observed 4 foot candles on the wok station and 8 foot candles at the prep table.
  • Crossroads 30/301 Restaurant, 31286 Richmond Turnpike Doswell, VA 23047
    • Date inspected: June 15
    • Total violations: 1
      • Observed raw shell eggs stored over bread in the reach in cooler. Eggs were relocated during inspection.
  • Jin's Garden Chinese Restaurant, 263 Garrisonville Road Suite #101 - 103 Stafford, VA 22554
    • Date inspected: June 16
    • Total violations: 18
      • Observed walk-in freezer door damaged and with ice build up on the inside and outside of door.
      • Observed leak in walk-in cooler.
      • Observed manufacture cans being reused in food prep area to dry out peppers in food prep area.
      • Observed several pans being stacked and stored without being properly air dried.
      • Observed several boxes of single use items stored on the floor throughout the establishment.
      • Observed several containers of food stored on the floor in walk-in cooler.
      • Observed raw chicken being thawed improperly (sitting in water without continuous water flowing over the chicken). Person in Charge put raw chicken under continuous running water to thaw chicken.
      • Observed that time as a public health control was being used for cooked chicken sitting on the prep table. The product did not have the time annotated.
      • Observed that there was no date marking being conducted.
      • Observed cooked chicken (69 degrees) prepared at 10:30 not being cooled properly from 135-70 degrees in 2hrs. Person in Charge reheated chicken to 165 degrees at 12pm to restart cooling process.
      • Observed soiled microwave in food prep area.
      • Observed that the dish machine is not sanitizing the equipment.
      • Observed a bucket of uncovered onions stored under leaking water in the walk-in cooler. Person in Charge voluntarily discarded onions.
      • Observed food employee leave kitchen with gloved hand and when they returned continued to prepare food with the same gloves.
      • Observed food employees using single service soup containers without handles to scoop cooked rice and vegetables.
      • Observed food employee wash their hands in a two compartment sink.
      • Observed food employee leave kitchen to make food delivery, return to the kitchen, and not wash his hands before continuing food preparation.
      • The Person in Charge was not able to demonstrate knowledge of foodborne illnesses and their symptoms.
  • Dawning Point - Chatham, LTD., 415 Chatham Square Office Park Fredericksburg, VA 22405
    • Date inspected: June 16
    • Total violations: 2
      • Observed cooking pots in the hand washing sink basin. PIC relocated the pots.
      • Observed raw shell eggs stored near ready to eat food (American cheese) in the homestyle refrigerator. Eggs were relocated.

      • Observed a serving spoon in the handwashing sink. During the inspection, the food employee removed the spoon. (Corrected)
      • The quaternary ammonium sanitizer at the 3 compartment sink is not being pulled through the tubing. During the inspection, the food employee set up the chlorine sanitizer at the 3 compartment sink. (Corrected)
      • bserved 2 food employees wearing bracelets while preparing food. During the inspection, the food employees removed bracelets. (Corrected)
  • Big Bad W.Pit BBQ, 3249 Richmond Highway Stafford, VA 22554

      • Observed rice in the display case that is held without a date. The person in charge dated the rice.
  • Subway #20936, 7136 Salem Fields Blvd Fredericksburg, VA 22407
    • Date inspected: June 17
    • Total violations: 5
      • The person in charge was unable to provide documentation of training relating to the employee health policy for this facility. Employee Health Policy simple was provided for employees to read and sign.
      • Observed spray bottles stored in the handwashing sink. Bottles were relocated.
      • Observed a container of commercially processed ready to eat meatballs in the hot holding unit with an internal temperature of 103-109'F. The PIC stated that the meatballs were heated 30 minutes ago, prior to placing in the hot holding unit. Through discussion with the PIC, it was determined that the meatballs were not heated to at least 135°F prior to placing in the hot holding unit. Meatballs were reheated to 165'F.
      • The exterior door which is located in the kitchen is not self-closing and tight-fitting. This may allow the entry of insects or rodents. PIC started sealing the door and repairing the door hinge during the inspection.
      • A splash guard is needed between the hand washing sink and the clean dishes and equipment to prevent contamination. PIC installed splash guard during the inspection.
  • Himalayan Heritage VA, 10336 Spotsylvania Avenue Fredericksburg, VA 22408

    • Total violations: 1
      • The light bulbs in the food prep area are not shielded, coated, or otherwise shatter-resistant.
  • Dunkin Donuts, 10245 Patriot Highway Fredericksburg, VA 22407
    • Date inspected: June 21
    • Total violations: 10
      • The person in charge was unable to provide documentation of training relating to the employee health policy for this facility. EHS provided an employee health policy to be read and signed by employees.
      • Observed food employee touch personal clothes then proceeded to engage in drinks preparation without first washing their hands. Employee was instructed to wash their hands.
      • Observed a cleaning tool in the hand washing sink in the front of the house by the donuts shelves. Item was relocated.
      • No paper towels available at the hand washing sink by the shelving units.
      • The concentration of the quaternary ammonium sanitizer solution at three of the sanitizer buckets used to clean food contact surfaces measured 0 PPM, according to the manufacture instructions the concentration should be between 150-400 PPM. All buckets were changed and PIC will start using the testing strips to ensure the sanitizer solution concentration meet the VA Food Regulations.
      • Per discussion with the person in charge (PIC) the food contact surfaces of the blender used for dairy products which are time/temperature control for safety (TCS) foods are not being washed, rinsed, and sanitized every four hours or when contamination occurs as per the Virginia Food Regulations. They only get rinsed with water and only get washed, rinsed, and sanitized at the end of day which is more than 10 hours. EHS explained to PIC proper cleaning procedures. Item was moved to be washed, rinsed, and sanitized.
      • Observed multiple employees conducted food preparation process wearing wrist jewelry. Jewelry was removed.
      • Observed ice scoops improperly stored in the ice machine and ice cooler, handles were in direct contact with the ice used for drinks.
      • Observed a hose, under pressure and with a spray nozzle attached to a faucet at the mop sink. PIC turned the water off.
      • Observed four covered beverage containers, one personal cellular phone, and one set of keys stored near food and equipment. Items were relocated.
  • Roma Pizza, 116 Olde Greenwich Dr Fredericksburg, VA 22408
    • Date inspected: June 21
    • Total violations: 13
      • Observed the person in charge (PIC): 1. Washing hands under running water and in less than 10 seconds. 2. Unable to set up the sanitizing solution (chlorine) at the 3 compartment sink. 3. Unable to provide the symptoms/foodborne illnesses (no employee health policy agreement available).
      • The PIC could not provide an employee health policy agreement for the food employees. EHS provided a sample copy of the employee health policy.
      • Observed PIC open a personal beverage and then proceed to touch food contact surfaces.
      • Observed PIC wash hands under running water and in less than 10 seconds. EHS informed the PIC of the proper handwashing procedure. After a few reminders the PIC used the proper handwashing procedure before returning to work. (Corrected)
      • No handwashing sign in the employee restroom. During inspection, the EHS provided a sign that PIC posted at handwashing sink. (Corrected)
      • Observed prepared food in the pizza prep, walk-in cooler, and walk-in freezer that was not covered.
      • Observed the following prepared foods in the walk-in freezer and walk-in cooler that were prepared within the last 3 days and were not dated marked: cooked meatballs, cooked spaghetti, and cooked cubed chicken. During the inspection, the PIC stated he would date mark food, but EHS did not observe date marking.
      • Observed 1 of each of the following medicines stored over a container of tzatziki in the reach in cooler: Mucinex, Robitussin, Tylenol, and Pepto. During the inspection, the PIC relocated the liquid medicine. (Corrected)
      • PIC could not produce an appropriate food temperature measuring device to verify cooking temperatures.
      • Observed cooked cubed chicken being stored in take out bags in the following locations: one bag in the pizza prep unit and 3 bags in the walk-in freezer. During the inspection, the PIC discarded the chicken. (Corrected)
      • No sanitizing test kit for chlorine at 3 compartment sink.
      • The following are in need of repair: 1. One missing ceiling tile between the 3 compartment sink and pizza prep unit. 2. Several loose ceiling tiles throughout the kitchen. 3. Missing floor tile along the prep and cook line. 4. One light out over the flat top grill.
      • The following were observed: 1. One unicorn purse hanging on a rack next to the take out containers. 2. One child size purple scooter next to the dry storage rack. 3. Two personal water bottles on the prep table. During the inspection, the PIC relocated the items. (Corrected)
  • Greenfield Assisted Living of Spotsylvania, 9300 Onyx Court Fredericksburg, VA 22407
    • Date inspected: June 21
    • Total violations: 5
      • Observed food employee leave kitchen and when they returned attempt to prepare food without washing their hands.
      • Observed sanitizer not being pulled through tubing in dishwasher. During the inspection Person in Charge used 3 compartment sink to sanitize utensils and equipment.
      • Observed five spatulas chipped and melted. Person in Charge voluntarily discarded the spatulas.
      • Observed the following: 1. The walk-in cooler floor and wall are soiled. 2. Ceiling vent over the ice machine is soiled. 3. Dust on walls in kitchen.
      • The following are in need of repair: 1. Observed peeled paint around light fixtures and on the wall across from ice machine in food prep area. 2. Observed tape along the top portion of the walk-in cooler walls.
