Fredericksburg Restaurant Inspections: Robiolina, I Luv Teriyaki
The Rappahannock Area Health District recorded violations at several facilities around Fredericksburg during recent restaurant inspections.
FREDERICKSBURG, VA — Several facilities in the Fredericksburg area recorded violations during recent inspections from the Rappahannock Area Health District. Inspectors conducted the most recent visits between Nov. 29 and Dec. 5.
In Virginia, all food service locations are supposed to be inspected at least once per year. Facilities with higher risk factors may be inspected as often as four times per year, according to the Virginia Department of Health.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected. Sometimes, the follow-up inspection only considers the most important "priority" violations.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.
Depending on the results of the inspection, the health department can pursue several actions.

It can issue a permit for the restaurant to continue serving food, they can schedule a follow-up inspection to determine if violations have been rectified, or officials can temporarily shut down an establishment until certain issues are solved.
The Virginia Department of Health only recommends restaurants have their permits suspended when "the continued operation of the foodservice presents a substantial and imminent threat to the public health."
Here are the most recent violations as listed by the Rappahannock Area Health Department:
- Honey Baked Ham, 2007 Plank Rd Fredericksburg, VA 22401
- Date inspected: Nov. 29
- Total violations: 3
- Observed the interior of the ice machine needs cleaning.
- Observed several cutting boards with black staining. Discussed with the person in charge to resurface or replace cutting boards.
- Observed walls, floors under equipment and general area around the ham glazing area requires cleaning.
- Vocelli Pizza, 44 Mine Road Suite #1A Stafford, VA 22554
- Date inspected: Nov. 29
- Total violations: 6
- Person in charge could not provide written documentation of the training on employee health policy. Document provided.
- Observed the can opener heavily soiled. Item was removed to 3-comp sink for cleaning.
- Observed no date marking system of food stored in cooling units throughout kitchen.
- Observed four frozen bags of noodles thawing on a prep table. Noodles were taken out 30 minutes prior from the walk in freezer. Noodles were placed under running water of 70 degrees and below.
- Observed soiled aprons hanging on a shelve near clean equipment. Items were removed.
- Observed the water piping of the 3-comp sink in poor repair. Observed water leaking from the pipe and water not draining in the floor drain.
- Battlefield Elementary School, 11108 Leavells Road Fredericksburg, VA 22407
- Date inspected: Nov. 30
- Total violations: 2
- Person in charge was unable to provide a certified food protection manager certification. Person in charge will get certificate as soon as possible.
- Observed food debris in the handwashing sink next to the mop sink closet. Food debris removed and person in charge will discuss with food employees.
- Robiolina Restaurant, 356 Garrisonville Road, Suite # 101 Stafford, VA 22554
- Date inspected: Nov. 30
- Total violations: 16
- PIC could not provide certification on the employee health policy training. Document provided.
- No paper towels at the handwash sink in the bar service area. Paper towels were placed at the handsink.
- No hand soap available at the handwash sink in the bar service area. Soap was placed at the handsink.
- Observed cooked carrots and broccoli in a large plastic container stored in between a container of mussels and container of raw beef in the walk-in cooler. Item was relocated.
- The chemical dishwasher read 10ppm when tested after several cycles. PIC will call technician. The 3-comp sink will be used to clean and sanitize in the meantime.
- Observed the can opener soiled. Item removed to 3-comp sink for cleaning.
- Observed garlic mixed with oil in a stainless-steel container on the cookline at improper temperature of 52-54 degrees F. The garlic oil was taken out 40 minutes prior. PIC placed garlic oil in the reach in cooler. Recommended using TIME to allow for the garlic oil to stay out for 4 hours and then discard.
- Observed no date marking system of foods in the cooling units throughout the kitchen.
- Observed two chemical spray bottles without any labeling of the common brand name. PIC labeled bottles.
- Observed a bottle of bleach stored next to clean equipment on a shelve next to the 3 comp sink. Item was removed.
- Observed several stainless-steel containers wet while stacked on a shelve next to the 3-comp sink. Items were taken to the 3-comp sink for cleaning.
- Observed small plastic to-go containers, used for sauce, stored in a stainless-steel container with a stapler and writing utensils. PIC removed items and discarded the contaminated containers.
- PIC could not provide testing strips for the chemical dish machine.
- Observed receptacles without lids in both stalls of the women's restroom.
- Observed the walls and floors drains throughout the kitchen in need of cleaning.
- Observed employee belongings on the meat slicer on a prep table and near clean equipment on a shelve. Items were removed and contaminated equipment were re-sanitized.

- Date inspected: Nov. 30
- Total violations: 1
- Observed the inside of the ice machine soiled. There is a note on the machine stating that it is due for cleaning 11/30/23, today.
- Sleep Inn Southpoint, 5400 Southpoint Centre Blvd Fredericksburg, VA 22407

- Total violations: 3
- Observed milk at 47 degrees and waffle batter at 60 degrees cold holding at the buffet line, items were put out at 6:30 am .Person in charge will discard foods at 9:00am after breakfast service. EHS discussed with the person in charge using time as a public health control for milk and waffle batter on the buffet line.
- Observed self serve cereal dispensers in buffet area not baring a label.
- Observed ceiling in the food service area with a textured finish. EHS advised the person in charge to apply a semi gloss paint or sealant so that it is a smooth and easily cleanable surface.

- Date inspected: Dec. 4
- Total violations: 13
- Observed food employee take an order on the phone and then proceed to the grill to cook without washing hands. Employee was instructed to wash hands.
- Observed two towel rags in the basin of the back hand sink. Items were removed.
- Observed RTE produce on a shelve next to hard shell eggs and raw chicken in the walk in cooler. Item was relocated.
- Observed the interior of microwave soiled.
- Observed no system of date marking of foods in the walk in cooler.
- Observed two chemical spray bottles without any label of a common brand. Spray bottles were labeled.
- Observed an electric fly swatter hanging on a wall in the kitchen. Item was removed.
- Observed three plastic containers of raw chicken on the floor of the walk-in cooler. Items were put on a shelve 6inches off the floor.
- Person in charge could not provide valid test strips to test chemical sanitizer.
- Observed the following non-food contact surfaces in need of cleaning throughout the kitchen: 1) shelving racks. 2) exterior of equipment.
- Observed the following in need of cleaning throughout the kitchen: 1) walls. 2) floors underneath equipment. 3) ceiling vents. 4) mop sink basin. 5) floor drain next to 3-comp sink.
- Observed the hood vents over the grill in need of cleaning.
- Observed employee personal belongings (cellular device, purse) on a prep table and shelve where single use articles are stored. Items were relocated.
- Berea Health & Rehab Center, 55 Brimley Drive Fredericksburg, VA 22406
- Date inspected: Dec. 4
- Total violations: 15
- The person in charge could not provide certification the facility has an employee in a management or supervisory position that is a certified food protection manager.
- The person in charge could not provide written procedures for clean-up of vomiting and diarrheal events. Sample written procedures were provided during the inspection.
- Observed hot water at the handwashing sink in the east and westside food service kitchens less than 75 degrees F. Contact plumber to evaluate hot water.
- Observed the following food contact surfaces soiled to the sight: plastic and stainless-steel food storage containers, and container of miscellaneous utensils. All equipment was removed for cleaning.
- Observed interior of microwave ovens soiled.
- Observed 2 packages of precooked pork sitting inside the prep sink in water. The pulled pork was removed to be reheated.
- Through discussion the food thermometers are not being routinely calibrated. During the inspection instructed a food employee how to calibrate food thermometer which was calibrated using an ice bath.
- Observed stainless steel food storage containers stacked while wet on wire shelving.
- Observed small plates and bowls stored on the prep sink countertop without overhead protection to protect from splash. Discussed covering the top plate/bowl or relocating to prevent contamination. Equipment was not actively being used for food service.
- Observed single use utensils stored in a cup with the food contact surface facing up and not protected at the east and westside food dispensing kitchens. During the inspection the utensils were inverted to prevent contamination.
- Observed box of disposable cups stored on the floor in the beverage preparation area of the main kitchen and coffee filters stored unprotected under plumbing lines inside a cabinet in the eastside service kitchen.
- Observed multiple scratched and scored cutting boards.
- Observed accumulation of debris on the following nonfood contact surfaces: Top of dishwasher, mixer stand, exterior of knife holder and soup crock, vents in walk in cooler, shelving and interior/exterior of refrigeration and hot holding units. Recommend detailed cleaning.
- Observed low water pressure in the employee toilet room handwashing sink.
- Observed floors throughout the facility in need of cleaning.
- Comfort Suites Interstate, 541 Warrenton Road Fredericksburg, VA 22406
- Date inspected: Dec. 4
- Total violations: 3
- Person in charge could not provide certification on the training of a certified food protection manager.
- Observed uncovered employee drink and food located on the kitchen counter. Items were removed.
- Observed the following held at improper temperatures in the mini reach in cooler located in the self service area : yogurt: 49 degrees F, hard boiled egg: 48 degrees F, and cream cheese at 46 degrees F. Items was put into cooler 40 minutes prior. The temperature of the unit read 50-52 degrees F (with VDH thermometer). Observed condensation at the back of the cooler. Food was relocated to the reach in freezer for a quick chill. PIC will call technician to get unit looked at.

- Observed the following non-food contact surfaces soiled: 1. upsplash of drink dispenser; 2. floor in the walk-in freezer and cooler; 3. shelving above and next to the three-compartment sink; 4. handwashing sink; 5. filter system for drinks and ice machine.

- Date inspected: Dec. 5
- Total violations: 5
- Observed the interior walls of ice machine in need of cleaning.
- Observed the interior microwave in need of cleaning.
- Observed brown rice in a rice warmer on the serving line held at improper temperature of 121 degrees F. The rice was cooked one hour prior. The rice was re-heated on the stove to over 165 degrees F. In addition, the person in charge replaced the rice warmer.
- Observed several food employees without hair restraints.
- Observed employee belongings (purse, jacket) stored on a shelf next to clean equipment. Items were relocated.

- Observed gaps around the conduits going into the ceiling near the 3-compartment sink area and ice machine.

- Observed ceiling tiles of the women's bathrooms and 1 ceiling tile in the men's bathroom are porous.
