Fredericksburg Wants Social Services Review Amid Rising Demand

The city wants a consultant to assess social services staffing and structure. Quotes are due Dec. 11.

FREDERICKSBURG, VA — The City of Fredericksburg is seeking an outside review of its Department of Social Services to determine whether its staffing and organizational structure can meet growing demand, according to a city request for quotations issued Monday.

The department served one in three city residents as of the end of fiscal year 2025, the solicitation states. The city cites staffing and service-level challenges, rising demand and new federal regulatory requirements as reasons for the assessment.

The consultant would compare Fredericksburg’s department with similar Virginia agencies, interview key employees and recommend whether the city needs additional staff, changes to its organizational structure or both. The report must identify costs and a proposed timeline for implementing its recommendations.

Department Faces Staffing And Funding Pressures

The department, located at 608 Jackson St., has 45 authorized full-time positions, according to the solicitation. Its fiscal year 2027 operating budget is about $9.37 million, including $2.4 million in support from the city’s general fund. Most of the budget consists of federal and state funding.

Local funding has risen dramatically over the past three years amid increasing service needs and declining intergovernmental support, the document states.

The city also describes challenges serving a changing, somewhat transient population, citing difficulty finding affordable housing and frequent language barriers between employees and clients.

An organizational chart updated Sept. 23 lists four vacancies: two benefits positions, an adult protective services position and a part-time administrative support position.

The department administers programs including food assistance, Medicaid, child care assistance, foster care, and child and adult protective services.

It also houses two full-time Children’s Services Act positions funded separately from the department’s main budget and excluded from its 45-position count. A comprehensive assessment of the city’s Community Policy and Management Team program, which governs those services, is outside the study’s scope.
