Indecent Exposure Suspect Arrested in Caroline County
He's charged with March 25 incident on Courthouse Road: Spotsylvania County Sheriff's Office.

A registered sex offender is in jail on charges of indecent exposure stemming from an incident last month in Spotsylvania County.
Richard Hockaday, 29, of Caroline County, allegedly exposed himself on March 25 to an 11-year-old girl near her bus stop, according to the Spotsylvania County Sheriff’s Office.

After identifying Hockaday as the suspect, sheriff’s detectives obtained warrants charging him with felony counts of indecent liberties and indecent exposure, the sheriff’s office said. On April 7, Hockaday was arrested in Caroline County with the assistance of the Caroline County Sheriff’s Office and the local probation and parole office.

On March 25, Spotsylvania police said the suspect was waiting in a blue vehicle on the street near a school bus stop at Courthouse Road, near Clover Green.
The suspect left his vehicle and attempted to engage the child in conversation. When the child refused to cooperate, the suspect then pulled down his pants and exposed his genitalia while making a profane statement, according to police.
The victim then ran home and reported the incident to her parents.
Hockaday has prior convictions, the Spotsylvania police said. In Caroline County, he was sentenced in August 2013 on two counts of aggravated sexual battery and three counts of contributing to the delinquency of a minor.
