STAFFORD, VA—A Pennsylvania woman was arrested Thursday after apparently overdosing on drugs with two children in her vehicle in the 1000 block of International Parkway, according to the Stafford County Sheriff's Office. Sara Elizabeth Collins, 35, of Chambersburg, Pa., was charged with possession of a controlled substance, felony child neglect and driving under the influence with children in the vehicle.

Around 7:45 a.m., police responded to a reported overdose after a caller saw a woman hunched over the steering wheel of a silver minivan. When police arrived, they found the woman "frantically moving around in the driver's seat." She was jittery and had pinpoint pupils and bloodshot eyes.

She said she took several pills earlier that morning. A search of the vehicle turned up drug paraphernalia and more than 150 prescription pills. She said she was driving from North Carolina to her home in Pennsylvania. The children, ages 4 and 14, were released to Child Protective Services until a family member could arrive.
