STAFFORD, VA -- A New York man who raised a ruckus in a local restaurant last weekend is in jail, accused of credit card forgery and possession of fake driver's licenses, among other charges, according to the Stafford County Sheriff's Office.
Kevin S. Lynch, 43, is being held in the Rappahannock Regional Jail without bond after sheriff's deputies and detectives found him in possession of nearly 80 credit cards, including 28 under an alias, the sheriff's office said. Two detectives also found a dozen cartons of cigarettes in his rental car.

Lynch has been charged with being drunk in public, vandalism, credit card forgery and two counts of possession of a fictitious driver's license. He has prior offenses in Connecticut, Maryland, New Jersey, New York and Virginia, the sheriff's office said.
Sheriff's deputies arrested Lynch early Saturday morning when they responded to a disturbance call at Buffalo Mo's Tap & Grill, off Garrisonville Road (Route 610). Lynch, "who was intoxicated at the time," refused to pay his bill and tried to steal someone’s car keys, the sheriff's office said.

Restaurant employees took his Ohio driver's license and detained him until police arrived. "The license provided was in the name of Elmo S. Dyer, but the license was not found to be valid in either Ohio or Virginia," the sheriff's office said.
The deputies searched Lynch's person and found three separate wallets, each containing another state’s driver’s license in a different name, as well as 28 credit cards in the name of Elmo S. Dyer. The deputies checked the licenses; a valid New York license identified the suspect as Kevin Lynch. His other aliases included James C. Scott of Norfolk.
Detectives then searched Lynch's rental car and motel room, finding about 50 more credit cards and 12 cartons of cigarettes in the car, the sheriff's office said. In the motel room, they found receipts for several cartons of cigarettes bought from local stores with another fraudulent credit card.
