"Deputies canvassed the area and discovered Kynard had just driven down Elm Street without headlights, signaling the beginning of a nightmare of a call," the sheriff's office wrote in a report. "Kynard called the Stafford County Emergency Communications Center several times and unleashed a tapestry of obscenity toward Communications Officers."
