Manassas City Council Ups School Funding, Takes HEF Proposal, Funds Sidewalks

The Manassas City Council heard public comment on a redevelopment project, added more money for schools and took other steps on Monday.

MANASSAS, VA — The Manassas City Council received public comment on a major downtown redevelopment project, accepted the only proposal for developing a passenger terminal at Washington Manassas Airport, approved funding for a sidewalk project and took steps to prepare for a council seat vacancy at Monday's meeting.

Center Street Redevelopment Heads To Oct. 26 Vote

The council held a public hearing but did not vote Monday on the proposed redevelopment of 9007 Center Street, which includes the former Manassas Ice and Fuel Company property and an existing City Hall parking area.

The proposal calls for rezoning the property to allow construction of a roughly 162-unit apartment building and a new public parking garage as part of the city's larger downtown redevelopment effort. The Planning Commission previously recommended approval of the rezoning.

According to the city's post-meeting summary, the first City Council vote on the rezoning is scheduled for Oct. 26.

The project is part of a broader downtown redevelopment plan involving City Hall and the former Olde Towne Inn and MIFCO properties. A separate boutique hotel is also planned nearby but is proceeding through a different approval process.

AvPorts Airport Terminal Bid Formally Accepted

Proposals to develop and operate a new passenger terminal at Washington Manassas Airport, where the city is working toward beginning scheduled commercial airline service, were due at the close of business on Sept. 28. The city received one proposal, from AvPorts, which is already a partner in developing the airport. according to the city's meeting summary. The proposal will be evaluated and returned to the council for consideration Oct. 26.

Washington Manassas Airport recently cleared a major regulatory hurdle required for scheduled passenger operations. Airport officials have said commercial flights are targeted for late 2027.

$3.1 Million Approved For Centreville Road Sidewalk, $2.4 Million For Schools

The council approved $3.125 million in federal pass-through grant funding and Northern Virginia Transportation Authority funds for the Centreville Road sidewalk project between Weir Place and Prim Lane.

Council also amended the fiscal 2027 Manassas City Public Schools budget to add about $2.24 million in state revenue, according to the city's meeting summary.

Action Taken On Potential Council Vacancy

Council also approved a resolution authorizing the city attorney to petition Manassas Circuit Court for a writ of election to fill a City Council vacancy.

The measure comes as Manassas deals with the early departure of Mayor Michelle Davis, whose last day in office was Sept. 30. If a sitting council member is selected to serve as interim mayor and qualifies for the office, that person would leave their council seat, creating a vacancy.
