TYSONS, VA — A proposal to revise part of the Scotts Run South redevelopment in Tysons has officially entered Fairfax County's review process.
Fairfax County accepted a Final Development Plan Amendment application on June 29 for Building Site D within the Scotts Run South development, beginning the county's review of a proposal that would modify plans for one of the mixed-use project's residential buildings.
The application, submitted by Rushmark Scotts Run LLC through the law firm Walsh, Colucci, Lubeley & Walsh, seeks approval to amend the final development plan for a 1.33-acre site at the northwest corner of South Dartford Drive and Chain Bridge Road. The property is part of the larger Johnson 1 Block within Scotts Run South.
According to the statement of justification submitted with the application, the proposed changes would not alter the property's approved residential use but would revise the building's design while remaining consistent with the previously approved conceptual development plan.

While the revised building would contain fewer residential units than previously approved, the applicant says the units would generally be larger and include more two- and three-bedroom apartments. The redesigned footprint also would create additional outdoor public space while maintaining the site's overall residential character.
Scotts Run South was originally rezoned in 2013 as part of Fairfax County's Tysons Corner Urban Center planning effort. The mixed-use redevelopment envisions a combination of residential, office, hotel and retail uses in a transit-oriented district.
The Johnson 1 Block includes four development sites. Buildings A and B, located near Route 123, are planned for office and retail uses, while Buildings C and D are designated for residential development with ground-floor retail. Buildings C and D also share Levels Plaza, an open public space designed to encourage pedestrian activity.
The county approved an earlier Final Development Plan Amendment for Building Site D in 2020. The latest application reflects changes the developer says are needed because of evolving market conditions while keeping the project consistent with the previously approved conceptual development plan and zoning conditions.
According to the application, vehicle access would be provided from South Dartford Drive, with an additional retail loading area on Chain Bridge Road. Retail space would feature floor-to-floor heights of 20 to 24 feet to encourage active street-level uses.
The application also states that the project complies with current land development regulations and that no hazardous substances or underground storage tanks are known to exist on the property.
The June 29 acceptance means Fairfax County has determined the application is complete enough to begin its formal review. Acceptance does not constitute approval. The proposal will undergo staff review before being scheduled for public hearings and consideration by county decision-makers.
