McLEAN, VA — A Florida man carrying a pocketknife, a multipurpose tool and two cans of mace was arrested at CIA headquarters in Fairfax County after allegedly presenting a fake federal identification card and resisting officers who tried to detain him, according to federal court documents.
Corbin Collins Rodier, 31, of Orlando, faces four federal misdemeanor charges stemming from the Oct. 15 incident, including trespassing, failure to comply with officers, resisting or impeding federal officers and possessing a false federal identification badge.
According to a sworn affidavit filed in U.S. District Court in Alexandria, Rodier arrived at the CIA's visitor control center entrance around 5:45 a.m. and began unloading bags and boxes from a vehicle in a restricted traffic lane.
A CIA police officer monitoring security cameras spotted Rodier removing items from the back seat and trunk while other vehicles were entering the facility.
When officers approached, Rodier initially presented what appeared to be a Department of Veterans Affairs identification card before providing a Florida driver's license, according to the affidavit.
Rodier indicated that he was nonverbal and used a separate communication device to speak with officers. Through the device, he told police he had come to the CIA because he wanted to be the "Speaker of the CIA," the affidavit states.
As an officer turned to speak with a colleague, Rodier allegedly began walking toward the visitor control center and main gate, ignoring repeated commands to stop and return.
Two officers grabbed his wrists in an attempt to handcuff him, but Rodier tensed his body and the three fell to the ground, according to the affidavit.
Investigators claim Rodier pulled his arms away from officers and tucked them beneath his body to prevent being handcuffed. Another officer used a collapsible baton to free his arms.
Six CIA police officers were ultimately needed to place Rodier in handcuffs, court records state.
During the confrontation, officers noticed a folding Swiss Army knife beginning to fall from Rodier's pants pocket. They also recovered a Leatherman multipurpose tool and two cans of mace, according to the affidavit.
Investigators subsequently contacted the Department of Veterans Affairs, which confirmed Rodier was not an employee and that the identification card he presented was not an authorized VA credential.
Rodier was arrested the same day and made his initial appearance that day before U.S. Magistrate Judge William E. Fitzpatrick in Alexandria.
He faces the following charges:
All four offenses are listed as misdemeanors in the federal court documents.
Prosecutors sought Rodier's detention at his initial appearance, and the judge ordered him held temporarily in U.S. Marshals Service custody pending a detention hearing, which was held Tuesday.
Court records do not include the outcome of that hearing.
The case remains pending in the Eastern District of Virginia.
