Speakers from Norfolk and across Hampton Roads shared flooding worries, job concerns, and climate impacts, while officials promised to carry their feedback to regulators and legislators.
   

4. Virginia rolls out new chip-and-tap EBT cards to prevent theft (wavy.com) — Norfolk SNAP recipients are among the first Virginians getting new chip‑and‑tap EBT cards designed to stop thieves from skimming food benefits. The state will automatically mail upgraded cards, which work like modern debit cards, with old magnetic‑stripe versions deactivating 60 days after mailing as the program expands statewide through December.
