ALX City Council Weighs 5-Year Transit Plan, Final SRO Plan Tuesday Night

ALEXANDRIA, VA – The Alexandria City Council could approve a five-year transportation demand management strategy and will consider the new memorandum of understanding governing school resource officers in Alexandria City Public Schools at its legislative session Tuesday evening.

The proposed GO Alex Strategic Plan for fiscal years 2027 to 2031 outlines programs intended to reduce single-occupancy vehicle trips and expand alternatives, including transit, biking, walking and shared transit options. The plan is intended to guide grant applications and transportation programming over the next five years.

“Over the next five years, GO Alex will rebalance its services to increase residential engagement while sustaining strong employer partnerships and regional coordination,” the draft plan says.

The strategy sets targets tied to transit ridership, Capital Bikeshare use and reductions in drive-alone commuting. The plan estimates approximately $7 million in projected funding between fiscal years 2027 and 2031 from state grants, federal transportation funds and city sources.

That includes about $2 million in new funding through grants from the Virginia Department of Rail and Public Transportation and the Metropolitan Washington Council of Governments. Other funding includes existing, already-awarded sources and funding that will be repurposed from other projects.

The Alexandria Transportation Commission endorsed the GO Alex plan in April, saying it supports the city’s efforts to adapt to changing transportation and mobility needs.

The council will also review a new memorandum of understanding between Alexandria City Public Schools and the Alexandria Police Department covering school resource officers for July 2026 through June 2028.

The agreement states that most student misconduct should be addressed through school-based interventions before involving law enforcement. It also says police intervention should be used “as a last resort” for student and staff safety.

The proposed agreement outlines responsibilities for school administrators and police personnel, establishes quarterly performance reviews, and requires reporting and evaluation metrics related to arrests, school disruptions, student safety and school climate.

Council members are also scheduled to review draft land use principles and framework concepts connected to the Duke Street Land Use Plan. Draft recommendations include increasing housing options, preserving affordable housing, improving transit access, creating walkable neighborhoods and expanding parks and open space along the corridor.
