ALEXANDRIA, VA – A 30-year-old Alexandria man was arrested on July 9 and charged with receiving material involving the sexual exploitation of minors, court documents reveal.
According to an FBI affidavit, in fall 2024, activity on the file-sharing platform BitTorrent led an online undercover investigator to an IP address allegedly sharing child sexual exploitation material. The FBI says the IP address led them to an Alexandria street address where a couple lived with their adult son, Thomas Foster III.
When the home was searched by the FBI in February 2025, eight devices were seized. According to police, a laptop taken from Foster’s bedroom contained multiple videos or images depicting the violent sexual abuse of children as young as toddler age, as well as evidence that the files were shared through BitTorrent.
According to investigators, more than 9,400 images, videos and other files known to be child exploitation material were found on Foster’s laptop.
Foster was released on bond on July 10. He has waived a preliminary hearing. His next court date is not yet known.
