• Former Portsmouth PD chief sued for hiring officer convicted of 2019 sexual assault (wavy.com) — A former Portsmouth police chief and the city are being sued over the hiring of ex-officer Cleshaun Cox, who later abducted and sexually assaulted a 17-year-old while on duty. The victim seeks monetary damages, alleging negligent hiring and weakened background checks under then-Chief Tonya Chapman. City officials declined comment while the federal inmate serves an 18-year sentence.
