5 Arrested In Fairfax County Retail Theft Sting
Fairfax County police filed 32 charges against 5 suspects in a sting on repeat offenders accused of stealing high-value items for resale.

RESTON, VA — Five people were arrested and hit with more than 30 charges following a crackdown on retail theft and the resale of stolen goods, Fairfax County authorities say.
The enforcement effort, which ran from March 17 to March 27, targeted repeat offenders stealing high-value merchandise from major retailers, including Target and Home Depot. Detectives from the Reston and Sully districts collaborated with the Loudoun County Sheriff’s Office after discovering some suspects were operating across county lines.
The investigation led to 17 felony and 15 misdemeanor charges. Police said that while the suspects were not necessarily part of a single organized ring, they followed a pattern of stealing items that could be quickly offloaded to secondhand merchants.

The initiative’s first arrest occurred March 18 in Reston. Officers responded to a report of an active larceny in the 12000 block of Sunset Hills Road. Following a brief foot pursuit, police apprehended 38-year-old Jabari Oliver.
Investigators eventually linked Oliver, who has an undermined address, to seven separate theft cases in Fairfax and Loudoun counties. Police allege Oliver stole merchandise and resold it to secondhand shops within Fairfax County.

Oliver was charged with grand larceny, possession of a Schedule I/II narcotic, possession of stolen property with intent to sell, and obstruction of justice. He also faced additional warrants for unauthorized use of a vehicle, conspiracy to commit larceny, and obtaining identifying information with intent to sell.
Oliver was released from the Fairfax County Adult Detention Center on a $15,000 bond.
Fairfax County detectives said they are continuing to work with regional loss prevention partners to disrupt repeat theft activity. Several incidents related to the crackdown remain under investigation.
Thefts And Suspects Tied To Ring
- March 18: Jabari Oliver
- Offender: Jabari Oliver, 38, of an undetermined address
- Incident: Officers responded to the 12000 block of Sunset Hills Road in Reston for a larceny. A loss prevention officer reported a man actively stealing inside the store.
- Charges: Grand larceny, possession of a Schedule I/II narcotic, possession of stolen property with intent to sell, and obstruction of justice.
- Additional Warrants: Unauthorized use of a vehicle, grand larceny, possession of stolen property with intent to sell, conspiracy to commit larceny, obtaining money by false pretenses, and six counts of obtaining identifying Information with intent to sell.
- March 22: Winfred Hudgins
- Offender: Winfred Hudgins, 60, of Reston.
- Incident: 12000 block of Sunset Hills Road, Reston. A loss prevention employee stated the suspect was stealing high-end grooming products.
- Charges: Possession of burglarious tools, petit larceny, and destruction of property.
- Status: Released from the Fairfax County Adult Detention Center on his own recognizance.
- March 26: Emmanuel Fernandez
- Offender: Emmanuel Fernandez, 21, of Sterling.
- Incident: 11800 block of Baron Cameron Ave., Reston. Officers located Fernandez in the area, knowing he had active warrants.
- Charges (Loudoun County): Served four warrants: two counts of trespassing and two counts of petit larceny.
- Charges (Fairfax County): Served one warrant for receiving stolen goods.
- Status: Released from the Fairfax County Adult Detention Center on a $2,000 bond.
- March 27: Jonah Finkelstein
- Offender: Jonah Finkelstein, 18, of Reston.
- Incident: 11800 block of Baron Cameron Ave., Reston. Officers were in the area for a larceny that had just occurred and located Finkelstein, who was known to have active arrest warrants.
- Charges: One Loudoun County arrest warrant for petit larceny.
- Status: Released from the Fairfax County Adult Detention Center on a $1,000 bond.
- March 27: Emily Greinke
- Offender: Emily Greinke, 19, of Fairfax.
- Incident: 13000 block of Fair Lakes Shopping Center, Fair Oaks. Officers recognized Greinke as having active arrest warrants while in the area.
- Charges: Two outstanding warrants for petit larceny (one from Loudoun County and one from Fairfax County).
- Status: Released from the Fairfax County Adult Detention Center on a $1,000 bond.
