FAIRFAX COUNTY, VA — The Fairfax County Board of Supervisors on Tuesday approved several motions introduced by Supervisor Walter Alcorn (D-Hunter Mill) regarding residential and commercial developments in Reston, including a potential policy change to facilitate a new community center.
The board directed staff to review an amendment to the county’s Comprehensive Plan regarding the 16.5-acre Crescent Apartments property. The site was transferred to the Fairfax County Redevelopment and Housing Authority in July 2025 for the redevelopment of the existing 181 affordable housing units.
Under current guidelines, the property is limited to 2,000 square feet of non-residential development unless consolidated with a neighboring land unit. Alcorn’s motion seeks to increase that limit to 30,000 square feet.
"Increasing non-residential space to a maximum of 30,000 square feet including a public facility such as a community center would allow for redevelopment of the Crescent with a community center to be considered," Alcorn stated in his board item. The change follows a Lake Anne Economic Visioning Study that identified a need for more space for the Reston Community Center.
The board set a July 14, 2026, public hearing for a proposal by Old Reston Associates LLC to redevelop 1850 Old Reston Ave. The plan includes up to 57 townhomes and the preservation of the A. Smith Bowman House, built around 1899.
The applicant intends to use the historic house as a single-family home, office, or clubhouse. The motion also approved concurrent processing of site and building plans to expedite the project. Alcorn noted that the motion "should not be construed as a favorable recommendation" and that the developer must still meet all county regulations.
A public hearing was scheduled for June 23, for Woodland Park Crossing Retail, LLC. The applicant is seeking to update permitted uses within the existing mixed-use development to align with the current Zoning Ordinance and fill vacant spaces.
No physical changes to the buildings or site are proposed. The board approved concurrent processing for the applications to "facilitate timely occupancy," according to the board documents.
Pulte Home Company, LLC projectThe board moved to expedite a public hearing to June 23, for a Pulte Home Company, LLC project near the Wiehle-Reston East Transit Station Area. The proposal seeks to replace three office buildings with stacked townhomes and three multifamily buildings.
The project, which has been in development for seven years, is scheduled for a Planning Commission hearing on May 13. Alcorn stated the proposal "represents an opportunity to expand housing supply" in the transit area. As with the other items, the board clarified that the scheduling move does not constitute an official endorsement of the rezoning application.
