RESTON, VA — Fairfax County supervisors took a step Tuesday that could eventually allow the county-owned Kiss & Ride property at the Reston Town Center Metro station to become part of a larger transit-oriented redevelopment.
The Board of Supervisors unanimously authorized the approximately 1.86-acre Reston Town Center South Kiss & Ride property to be included in a pending rezoning application from BDC Reston LLC and BDC Reston Summit LLC. The companies are seeking to rezone about 23.88 acres surrounding the county property near the southern entrance to the Metro station.
Tuesday's action does not approve redevelopment of the county land or commit Fairfax County to selling or leasing the property. Instead, it allows the parcel to be considered as part of the larger rezoning proposal and establishes agreements governing the county's participation in that review.
Hunter Mill District Supervisor Walter Alcorn said the county's ownership of the property was intentional.
"This property is currently serving as a kiss and ride for the Reston Town Center Metro Station," Alcorn said before the vote. "When the rail project moved forward, this property was explicitly not dedicated to WMATA in anticipation of its potential use, or at least coordination as part of a future transit-oriented development proposal."
Tuesday's action, Alcorn said, "will at least open the door for consideration of such proposal down the road."
Alcorn moved to approve the action, which was seconded by Board Chairman Jeff McKay. The motion passed without opposition or abstentions.
BDC submitted rezoning application RZ-2026-HM-00006 on March 6. The application seeks to rezone four parcels surrounding the Kiss & Ride site from the I-4 and Planned Development Commercial districts to the PDC district.

County staff recommended putting the publicly owned parcel into the application so Fairfax County can evaluate the possibility of an integrated development. According to the Board package, that could advance the county's comprehensive plan for the area, improve its transit-oriented character and produce public benefits.
Under a planning agreement authorized by supervisors, BDC will pay the legal, engineering, surveying, consulting and other costs associated with pursuing the rezoning. No county funding is being requested.
Fairfax County's Department of Economic Initiatives will coordinate with the developer on submissions affecting the county parcel, with the Department of Transportation and other agencies participating as needed.
The county will retain authority over proposed changes affecting the Kiss & Ride, bus bays, traffic circulation and other transit facilities.
A separate access agreement would allow BDC and its consultants limited access to the county property for surveys, studies, testing and other due-diligence work. The agreement includes requirements concerning insurance, restoration of the property and indemnification.
County documents say incorporating the parcel into the application could create opportunities for additional housing, improvements to the public transit facility and better connections between residents and jobs, services and amenities.
However, Tuesday's vote does not obligate Fairfax County to sell, lease or otherwise transfer the Kiss & Ride property to BDC. Any future proposal involving disposition of the land or county participation in the redevelopment would have to return to the Board of Supervisors for separate approval.
