Safety for Cars and People on Wiehle Ave

If you drive on Wiehle Ave through the Sunset Hills intersection, are you aware of the safety nightmare looming?

I have a situation that has come up more than once, and I know I can't be alone in this.

Any given day, I'll be driving on Wiehle Ave, approaching the Sunset Hills intersection from either direction. Suddenly, traffic comes to a complete and sudden standstill, despite the green light. Why? Because the driver closest to the crosswalk where the W & OD Trail crosses Wiehle Ave has decided to be nice and stop for the biker or pedestrian waiting on the median. Not moving, but waiting. More than once, I have watched, or have been a part of , the near-accident that occurs as cars behind the "nice" driver have had to slam on brakes beacause of this.

I can only imagine that this situation won't get better as vehicular traffic increases once the Metro station opens, or even during current rush hours.

Admittedly, it has been a few years since I've read the drivers' manual. But it seems that such a crossing is not a place for stopping in this manner. After all, the trail user is standing on a median, not in the middle of the street/traffic lane. 

If you drive on Wiehle, you probably know what I mean. Maybe you've experienced it yourself. Am I completely wrong about this? What agency gives guidance on this type of issue? What is a possible solution?
