2. Richmond Assistant Police Chief promoted to Chief of Police (fox26houston.com) — Richmond residents are getting a new top cop as longtime Assistant Chief Dixie Brzozowski is promoted to Chief of Police, becoming the city's first woman to hold the role. With 34 years in the Richmond Police Department, she officially takes over October 12 and emphasizes strengthening trust and everyday interactions between officers and the community.
3. Richmond eyes hiring freeze while bracing for budget constraints (nbc12.com) — Richmond officials are weighing a hiring freeze for non-critical city positions as slower tax-base growth and rising costs threaten budget deficits over the next three years. Leaders say they want to avoid layoffs while still funding union contracts and affordable housing commitments, so residents should expect belt-tightening as the mayor prepares his next budget for March.
4. CyberArts proposals now open, due Dec. 4 (vt.edu) — Richmond will host the next CyberArts exhibit at the Science Museum of Virginia, showcasing creative works inspired by cybersecurity research starting in January 2028. Artists and researchers across the Commonwealth Cyber Initiative network are invited to submit proposals by December 4, with an online Q&A session on October 15 for anyone interested in participating or learning more.
5. GRTC expands into Henrico's Lakeside area with growing Azalea LINK service (henricocitizen.com) — Starting Oct. 18, GRTC's Azalea LINK microtransit zone will grow by about a square mile, adding Lakeside destinations like Bryan Park and Lewis Ginter Botanical Garden while staying fare-free. Richmond-area riders can book curb-to-curb trips in the zone via the GRTC On the Go app or by phone, with typical waits around 20 minutes and easy connections to six bus routes.
