Changing Halloween To Last Saturday In October or is All Hallows Eve that important?

Connecticut's Democratic State Representative Tim Larson wants to change the date of Halloween.  

Due to various reasons, he wants to make Halloween on the last Saturday of October. If anyone has raced home from work, got the kids ready for trick or treating, welcomed the neighborhood children, and then tried to get everyone to bed for an early school and work morning, you would think that having Halloween every last Saturday in October would be a great idea for all involved.  Families, businesses, schools and even single people that party into the wee hours of the morning at Halloween Parties.

If it makes so much sense to shift the date of Halloween, then why hasn't been done sooner? Is it just because Halloween is All Hallows Eve - the day before All Saints Day on Nov. 1 (and a reminder about All Souls Day on Nov. 2)?  When was the last time you've celebrated All Saints Day?  Better yet, maybe Oct. 31 can remain "All Hallows Eve" and the last Saturday in October is called Halloween.  Of course, it would be confusing when the two days meet.

My belief is that I'd like to see it be a date that is easy for the parents and allows the kids to have fun too. My opinion does not matter (outside of my mind), but I'd like to hear the opinions of others.  If enough is generated over the next 11 months, maybe we can change something for the better (or is it?).
