Driver Faces Manslaughter Charge for Fatal Accident

A Woodbridge man facing drunk driving charges for a fatal accident Sunday on Route 28 in the Yorkshire area is facing an additional charge, the Prince William County police said.

Crash investigators with the Police Department obtained a warrant Tuesday charging Carroll Arness Smith, 45, with involuntary manslaughter, according to a police report. Previously, he was charged with driving under the influence and driving on a revoked license.

Smith, of 13219 Nassau Drive, was released from custody on a summons, and his next date in court is scheduled for Sept. 10.

The charges stem from a crash early Sunday in which a car allegedly driven by Smith struck a utility pole on Centreville Road (Route 28) and Rugby Road, in the Yorkshire area north of Manassas Park. Smith was driving a 1996 Infiniti I30t, a police report said.

Smith and his passenger, Ellery Darnell Penn, 56, of Manassas, were taken to a local hospital, where Penn died of his injuries on Sunday, the police said.
