Confusing writing in the article about Restaurant Inspections

your article mentions 4 levels of inspection findings: 1 Priority observation, 2, Critical violation, 3, No priority or critical violation, 4. No items found. While not stated as it should be to maintain clarity, Priority observation is more serious than Critical??. Then the article goes on to use the words "core" and "priority foundation" which mean nothing as they have not been defined in the article. This seems to be grade school level writing, and is found all to often in the articles written for this site. Nothing seems to be said about that relates to the Title that mentions "Smoking".
