Second Arrest Made In Dumfries Pot Deal Turned Homicide: Police
Prince WIlliam County Police have arrested a 21-year-old man after previously arresting 18-year-old Edward Kusi-Johnson.
DUMFRIES, VA — Prince William County Police arrested a second man Thursday in connection with a pot deal turned fatal shooting last week in Dumfries. Police arrested 21-year-old Jamie Davaughn Monroe of Hyattsville, Md., for his alleged role in the death of 19-year-old Devonte Lee Ivy of Woodbridge.
Last week, police also arrested Edward Kusi-Johnson, 18, of Woodbridge, and charged him with murder and possession of marijuana with intent to distribute. Monroe is facing charges of robbery, use of a firearm in commission of a felony and conspiracy to commit robbery.
Monroe was located in Spotsylvania County and taken into custody without incident. He will remain incarcerated there until brought back to Prince William County, police said,

The charges stem from a Sept. 16 shooting that was a result of a verbal argument between the three men during a marijuana purchase and exchange. Following the shooting, Kusi-Johnson and Monroe fled the scene.
Officers responded to the shooting in the 16900 block of Porters Inn Drive shortly before 10 p.m., according to an earlier police report. When they arrived, they found Ivy suffering from gunshot wounds. The officers and emergency personnel provided first aid, but he was pronounced dead on scene.
