Up-Skirt Filming at Potomac Mills Mall: Police

Man caught filming a woman and a 13-year-old girl, according to Prince William County Police.

WOODBRIDGE, VA — A 69-year-old man was arrested Sunday afternoon after using a cell phone to secretly film two females, including a 13-year-old, up their dresses in a food court area of Potomac Mills mall, according to Prince William County Police.

Juan Rolando Rivera-Pineda, of the 1500 block of Constellation Place, was charged with felony unlawful filming, misdemeanor unlawful filming and possession of child pornography.

Around 1:45 p.m., on officer was contacted by security about a disturbance in the area, and a 50-year-old man told the officer he'd seen an unknown person filming two family members.

After being confronted, Rivera-Pineda tried to leave the mall but was stopped. An investigation revealed he had filmed the juvenile's legs and genital area, as well as a 48-year-old woman.

Rivera-Pineda is being held without bond.
