Woodbridge Restaurant Inspections: El Charro, Hibachi Express
The Prince William Health District inspected several facilities around Woodbridge and Dumfries during recent restaurant visits.
WOODBRIDGE, VA — Several facilities around Woodbridge recorded violations during the most recent round of health department inspections from March 8 to March 14.
Most COVID-19 restrictions have relaxed around the state, and health inspectors are returning to conduct many restaurant and other health inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection. Other violations are addressed later, and an inspector may conduct a follow-up inspection to ensure compliance.

- Total violations: 1
- Employees and conditional employees are not aware of the reporting requirements concerning information about their health and activities as they relate to diseases that are transmissible through food.
- Hibachi Express, 1383 Old Bridge Road Woodbridge, VA 22192
- Date inspected: March 8
- Total violations: 8
- Signage that notifies food employees to wash their hands was not provided and/or permanently affixed at all handwashing sinks used by food employees (handwashing sink in employee restroom).
- Sauce pan/bowls being used to portion raw animal foods such as chicken and beef was stacked inside the prep refrigerator to be reused.
- Food stored on the floor in the WIC and on the floor in the kitchen.
- Cardboard being used to line shelving used for food storage; raw wood being used as counter under rice cooker #3 (in back); raw wood shelving and particle board shelving installed throughout kitchen for storage of kitchen items (foods, equipment).
- The following were observed during the inspection: Grocery bags were being used to store foods in, in the freezers.
- There is only 1 plug/stopper for the 3 compartment sink available.
- The wastewater pipes of the 3 compartment sink extend down into the receiving pipes, eliminating the air gaps.
- Observed that there are still numerous items throughout the kitchen (such as a large display of tools, hardware (screws, nuts) etc) that are unnecessary to the operation of the food service facility.

- Management, food employees or conditional employees were not aware or informed of their responsibilities in reporting symptoms or diagnosis of diseases transmissable through food.
- Observed that paper towels were not provided at each handwashing sink.
- Employees observed working in the food service area without proper hair restraints.
- There is no covered receptacle for sanitary napkins in the toilet room used by females.
- Refuse containers throughout the establishment are soiled an have an accumulation of debris.
- There is no refuse container at the area immediately adjacent to the kitchen hand sink.
- Ebenezer Day Care, 14508 Telegraph Rd Woodbridge, VA 22192

- Total violations: 2
- This food establishment has not established procedures for cleaning up vomiting or diarrheal events that happen in the facility (Corrected during the inspection: When the Manager arrived, she provided the vomiting and diarrhea clean up procedures.
- No hand drying provisions were provided at the handwashing sink in the kitchen next to the cooking stove.
- Great Wall Restaurant, 16708 Jefferson Davis Hwy, Suite 113 Dumfries, VA 22026

- The person in charge has a food manager certification from an accredited program, but does not have the Northern VA Certified Food Protection Manager certificate (photo ID card).
- There is no chemical sanitizing test kit present to ensure the chemical sanitizing solution used is at the proper concentration.
- New Hunan Restaurant, 5151 Waterway Dr Dumfries, VA 22025

- Total violations: 6
- No hand drying provisions were provided at the hand washing sink in the kitchen.
- Observed that hand soap was not provided at each hand washing sink.
- Unwrapped or uncovered food in the rice in container.
- The cleaning schedule for meat slicers not approved based on the consideration of characteristics of the equipment and its use, the type of food involved, the amount of food residue accumulation, or the temperature at which the food is maintained.
- Improper methods used to thaw shrimp.
- Food stored on the floor or food stored less than 6" above the floor.
- El Charro Mexican Restaurant, 2893 Dale Blvd Woodbridge, VA 22193
- Date inspected: March 14
- Total violations: 11
- There is no person in charge with a valid Food Protection Manager Certification from an accredited agency recognized by the Conference for Food Protection.
- The food establishment does not have written procedures for cleaning up vomiting or diarrheal events that happen in the facility.
- The prepared ready-to-eat (RTE) Chicken tamale in the refrigeration unit is not properly date marked.
- The raw and/or undercooked foods provided on the menu, menu board, table tent or brochure do not provide a disclosure statement.
- Food stored in a location where it is subject to splash, dust or other contamination such as clear frying oil.
- Employees observed working in the food service area without proper hair restraints.
- Wiping cloths improperly stored between use.
- The cutting boards along the on the prep cooler in white color and on the 3-compartment sink in green cooler are heavily scratched and scored. The food contact surface is no longer easily cleaned and sanitized due to condition.
- The drain board of the following equipment is not self-draining: Warewashing machine.
- The shelves, the back of the stove, and the stove are not cleaned as often as necessary to keep them clean.
- Observed that the floors and the walls are in need of cleaning.
