Bellevue police on Thursday arrested the two men they believe are responsible for that spill. They were found with a new tanker of asphalt trying to sell bogus driveway repairs. They got pulled over for speeding, and were arrested for obstructing an investigation, and operating without a business license.

Bellevue police believe the men were selling watered-down asphalt to unsuspecting local residents.

The asphalt spill on Aug. 9 happened when the drivers lost their tank at the intersection of Northup Way and Bellevue Way. The drivers sped away, and the intersection was closed for hours due to the cleanup. Luckily none of the sludge made it into the sewer system, the state Department of Ecology said at the time.
