WA Bathroom Bill, Taxes, New Marijuana Rules: 2017 Initiative Day Filings

The first batch of statewide ballot initiatives is in. Here's what filers submitted for voter consideration.

Tuesday was the first day for filing ballot initiatives with the Secretary of State's office. Eleven initiatives were filed - nine of those from the the ever-present Tim Eyman - on topics ranging from bathroom use to reducing the costs of car tabs.

An initiative has to collect at least 259,622 signatures before July 7 to make it onto the November ballot. Today is only the first day of filing. More initiatives may be forthcoming; you can check new initiatives on the Secretary of State's web page at any time. You can also read the full text of the initiatives proposed below.

Proposal Name: Safety and Privacy in Public Facilities
Filed By: Kaelly Triller, Mill Creek
Purpose: Public schools must keep strict gender-assigned bathrooms; similar to other "bathroom bill" laws, like the one passed in North Carolina, but just for public schools.


Proposal Name: Cannabis Not Next Door
Filed By: Regis Costello, Tukwila
Purpose: Outlaws marijuana sale and processing in residential zones.

Proposal Name: Real Legalization to the People
Filed By: Jared Allaway, Anacortes
Purpose: Allows residents 21 or older to grow a limited quantity of marijuana - as long as it's out of public view. The initiative would also allow growers to transfer cannabis to people in a "not-for-profit" manner.

Proposal Name: We Don't Want An Income Tax
Filed By: Tim Eyman, Spokane
Purpose: "This measure would prohibit an income tax, including a capital gains income tax."


Proposal Name: Property Tax Fairness Initiative
Filed By: Tim Eyman, Spokane
Purpose: This measure reduces regular property tax levies twenty-five percent beginning in 2018 and cap property tax increases at one percent per year unless an increase greater than this limit is approved by the voters at a general election.


Proposal Name: Let The Voters Decide on Tax Increases
Filed By: Tim Eyman, Spokane
Purpose: "After January 1, 2017, any tax increase imposed by the legislature in any given year expires one year after the tax increase takes effect unless the tax increase was approved by a two-thirds vote of the legislature or majority vote of the people."


Proposal Name: Protect Gas Taxes and Toll Revenues Act
Filed By: Tim Eyman, Spokane
Purpose: "Prohibit state government from diverting gas taxes and toll revenues in the motor vehicle fund or other funds to the general fund or other funds and using them for non-transportation purposes; and (b) require bridge and highway tolls to be voter-approved, uniform and consistent, used only for project-specific highway purposes, and terminate after project costs are paid."


Proposal Name: Washington State Civil Rights Initiative
Filed By: Tim Eyman, Spokane
Purpose: Prohibits "government and any business from discriminating against, or granting preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin in education, employment, and contracting; amending RCW 49.60.400; and creating new sections.


Proposal Name: Property Tax Fairness Initiative
Filed By: Tim Eyman, Spokane

Proposal Name: Bring Back Our $30 Car Tabs

Purpose: "Motor vehicle registration fees may not exceed thirty dollars per year for motor vehicles, regardless of year, value, make, or model."


Proposal Name: Taxpayer Protection Act
Filed By: Tim Eyman, Spokane
Purpose: "Any funds collected from state or local tax revenue may not be used to collect moneys used for political purposes."
