Masturbating 'Halloween Ghost' Caught In Puyallup

PUYALLUP, WA - This is one incident that will haunt a Puyallup police officer for a long time to come.
On a recent day, an officer responded to the intersection of 5th Street Northeast and Main on a report of a man masturbating in his car. But when the officer arrived, there was much more going on.
Not only was the man indecently exposing himself, he was wearing a sheet "reminiscent of an old-style Halloween ghost," police described in the blotter. To top it off, he was reportedly using his cell phone to watch an 1980s-era porn movie.

Puyallup High School
The victim’s 2003 Subaru was broken into and the suspect damaged the steering column and attempted to punch the ignition. The victim’s wallet was also stolen from the vehicle. The suspect left behind a Stanley hand tool package that was collected for latent prints. Latent prints were also obtained from the steering wheel.

A 37-year old male assaulted his girlfriend by punching her in the arm after they ran out of gas. He also threw an unknown object at the windshield causing it to break. He was booked.

Sometime yesterday between 4:30 am and 5:30 pm someone broke into the victim’s vehicle and stole his water ski and bag. There are no suspects or evidence.

A 23-year old male and a female were contacted in the restroom at Pioneer Park, likely doing narcotics. The male had a warrant for his arrest. The female provided several names and eventually was booked as a Jane Doe.

On a follow-up to an earlier day shift booking of “Jane Doe”, the mobile finger print scanner was used on the female suspect in the jail. A positive hit showed. Further investigation showed that the female had been incorrectly booked by Pierce County under an alias.

Between 3:00 am - 10:00 am, unknown person(s) unlawfully entered an unlocked vehicle and took speakers and a camcorder from the trunk. Left behind was a crowbar, which was taken for possible latent prints.

A male was called in as a suspicious person sleeping outside of the apartment complex. An Officer contacted the male and saw a bubble pipe next to him. The male admitted to using the pipe to smoke methamphetamine the previous day. He was also found to have another bubble pipe in his pocket. He was booked.

Omak PD is entering a female as missing. She has been missing for eight weeks, and was last known to be coming to Puyallup to work at the Spring Fair. No further information from their agency, and Omak detectives will be doing follow up. Unknown if she ever made it to Puyallup.

A male was located by an Officer after shoplifting electronics and fleeing on foot. LP identified him and all property was recovered. He was found to have a PPD warrant, and heroin was located in his wallet. He was booked into PCJ.

A male and female were located passed out in a vehicle with drug paraphernalia in open view. Consent to search was granted, and drug paraphernalia and heroin was located. The male also had a warrant, and was booked into Puyallup Jail. The female was booked into PCJ.

Wells Fargo – 431 39th Ave SW
A female met an unknown male in the parking lot to sell a ring after advertising it on OfferUp. After an hour of talking about the transaction in the parking lot, the male stole the ring and her phone, dragging her as he fled in his vehicle. Male described as being a W/M, 50-60 YOA, with a bad dental plan (missing teeth), and thin white hair. He had been driving a dirty Chrysler van with blankets covering the back windows. The female received minor injuries. Officer will be continuing to follow up on this investigation.

A male reported that his silver 2002 Ford Taurus had been stolen from this location on 06/20/18. He reported that he believed his former friend had stolen the vehicle. An Officer searched the area but did not locate the vehicle.

On an earlier traffic stop in the 900 block of S Meridian, an Officer detained a driver, and a passenger left the vehicle and walked away. Through investigation, the Officer determined that the passenger was found to have a felony DOC warrant. Later, through tenacious police work, the Officer located the suspect downtown. She ran from him after being told to stop, and cut through Bumpy’s. The fleet footed Officer caught her in the parking lot of Charlie’s and took her into custody. She was booked.

Good Sam Security called in a fire alarm on the third floor of the River Pavilion. Shortly after, they called back and stated that they had contacted a male who was soaking wet and had possibly set off a fire sprinkler in a bathroom at the location. Officers arrived and contacted a 29-year old male who was with security. There were no witnesses and no cameras in the area to prove the male had set off the sprinkler (although it is highly suspicious since he was soaking wet!). No patient care was interrupted.

An unidentified black male attempted to steal 17 clothing items from Macy’s. When confronted by Loss Prevention, a struggle ensued in front of the store. The Loss Prevention employee received minor injuries but was able to recover the merchandise as the suspect fled. Report to MCU.

This was a follow up to a stolen vehicle from yesterday. A male called to report that he had located his stolen Ford Taurus. He said that he had spoken to the suspect after he was released from PCJ, and that he told him where the stolen vehicle was. The male no longer wanted to be a victim or assist with prosecution. Vehicle was cleared as stolen from WACIC/NCIC.

An unidentified black male, who was recognized as a previous shoplifter, attempted to steal 12 clothing items. When confronted by Loss Prevention, the male punched the Macy’s employee in the face multiple times, causing minor lacerations. The suspect fled in a gray Chevy Impala with an “orange or yellow license plate” driven by a white female. Property was recovered but suspect was not located. Report to MCU.

Officers responded to an apartment complex for a verbal DV. The female half had left in a vehicle but then returned while officers were still on scene. She was driving erratically as she entered the parking lot and agreed to perform SFST’s before subsequently being arrested for DUI. Her BAC was .251, .255, .236, .235 (which is way, way over the legal limit of .08).

Officers responded to a shoplift in progress at Walmart. An Officer located one of the suspects entering a vehicle. The suspect was seen to have drug paraphernalia in open view, and refused to cooperate with the Officer, eventually being taken to the ground. Consent to search was granted, and a case belonging to the suspect was found to contain 7.3 grams of methamphetamine in individually wrapped packages. A scale and small amount of heroin was also located. The suspect was booked into PCJ.

Motel Puyallup – 1412 S Meridian
Officers responded to a suspicious vehicle at this location. An Officer located and contacted the vehicle. A male was the only person inside the vehicle, and an Officer spotted a handgun concealed under the passenger seat. The male, a convicted felon, was detained and allowed officers to retrieve the firearm. He was booked into PCJ.

Units responded to 7-11 regarding two males fighting with a knife involved. It was later determined that this was a verbal altercation only. A 46-year old male supposedly took 47-year old female’s vehicle without permission from the Emerald Queen Casino last weekend. She stated she tried to report her vehicle as stolen seven different times, but that law enforcement would not take the report. She located her vehicle at 7-11 and called her friend, a 23-year old male, to come help her get her vehicle back from the male. The two men got into a yelling match over it. Probable cause could not be established. The vehicle was returned to the female. All involved parties are homeless.

Units responded to a burglary in progress. A male was seen entering the residence through a second story window. A 20-year old male was located inside the residence. The homeowner stated that she has allowed the male into the home while she is there, but not when she is gone. She wanted to press charges. He was booked.

A 58-year old male was at 7-11. The male was permanently banned from getting another Slurpee at the location (trespassed).

Sometime during the day someone broke into the victim’s vehicle stealing a drone. The victim did not have any serial numbers. There are no suspects or evidence.

431 39th AV SW/Wells Fargo
An Officer could utilize OfferUp resources to obtain email information for the account user who stole the victim’s engagement ring in this case. The email information led the Officer to a probable suspect who fit the description provided by the victim. The Officer prepared a photograph montage and met with the victim who immediately selected the suspect with 100% certainty. The suspect was identified as a male. The male has recently tried this before at our Walmart. PC was established during that case for Trafficking in Stolen Property. PC now exists for the male in reference to Robbery 2nd. Excellent investigative work!

100 Block of Valley AV NE
Two vehicles, a silver Acura and a green Lincoln Continental, were called in as being involved in a vehicle prowl with a possible handgun involved. When officers arrived on scene, the silver Acura left the area quickly. The Lincoln Continental was stopped by three officers. During the stop, the occupants were seen concealing something near the center console and making furtive movements. A high-risk stop was conducted and the three occupants were removed/detained. The driver was found to be DWLS 3rd. He, was in possession of methamphetamine and $743.00. He was booked. The female passenger lied about her name to an Officer but the trusty ole fingerprint scanner assisted in identifying her. She was booked.

A suspicious vehicle was located on the north side of Fred Meyer. A 24-year old female and 23-year old male were contacted in the vehicle. The male admitted to having an Organized Retail Theft warrant out of Seattle. He was arrested and found to be in possession of two stolen access devices. The female admitted to being in possession of a small amount of heroin and paraphernalia. Both were booked.

A 19-year old female was followed by a witness for numerous lane travel issues. Other drivers blocked the vehicle in to get her to stop. Growing tired by all the commotion the driver then passed out behind the wheel until officers arrived. She was assisted out of her vehicle and it was determined she was impaired by suspected narcotics and was placed under arrest. Search warrant granted for blood and she was booked.

PSCD requested K-9 for an occupied residential burglary that just occurred where the suspect fondled the victim in her bed. Maverick tracked to the opposite end of the complex to an open back slider door where the suspect was located inside on the couch. He surrendered. No K-9 contact.

Between 1:30-2:00 pm, the suspect left his unlocked car parked and unattended. Two bottles of prescription medications were stolen (OxyContin and Tabapentis). No history of such reporting by the victim.

A 39-year old male and his adult father were in an argument this morning over money. The end resulted in the male slapping his 68-year old father across the face and then throwing coffee down the front of his shirt before leaving the residence. The victim believes her ex-roommate and her boyfriend made a duplicate key to her apartment and burglarized it. Several electronics and clothing items missing. Report to SIU.

A checking account and a brokerage account was opened in the victim’s name by an unknown person. A charge of $942.96 was declined on the victim’s checking account via PayPal. Report to SIU.

A female was reported as an unwanted person. She had several OSA misdemeanor warrants and was arrested. She then admitted she had a small amount of Meth in her bra. She was brought to the jail where 0.4 grams of Meth and a syringe was recovered. She was booked.
