If this legislation passes the Senate, and is signed into law by Gov. Inslee, it would reinstate the residential property requirement for annexation under the island annexation method, but only for unincorporated islands that are not completely surrounded by the annexing municipality. That exception would preserve the recent Maple Valley ‘doughnut hole’ annexation, but would send Point Wells annexation ‘back to the future’, because it removes the advantage Woodway would have over Shoreline when SB 5417 goes into effect.

There are some who would like to see Shoreline access Point Wells, and some who would like to have Woodway do it. But once again, the City of Shoreline is hiding its legislative lobbying effort from its citizens.
