Ordinance No.Β  528 proposes to make the following changes to WMC 2.36:

1.Β  Eliminates the $10 limit on gifts that city officials/employees may accept [see 2.36.020(3)];

2.Β  AddsΒ  violationsΒ  ofΒ Β  StateΒ  EthicsΒ  LawsΒ  (RCWΒ  42.20:Β  MisconductΒ  ofΒ Β  PublicΒ  Officials;Β  RCW 42.23:Β  CodeΒ  ofΒ Β  EthicsΒ  forΒ  MunicipalΒ  Officials;Β  andΒ  RCWΒ  42.36:Β  AppearanceΒ  ofΒ Β  Fairness Doctrine) to the City's Ethics Code [see 2.36.020(16) & (17)];

3.Β  Establishes that required disclosure of potential conflicts may be made orally at City Council Meetings [see 2.36.030]

4.Β  ClarifiesΒ  thatΒ  ethicsΒ  allegations,Β  violations,Β  andΒ  disciplineΒ  byΒ  CityΒ  employeesΒ  areΒ  under the purview ofΒ  the City Manager [see 2.36.040(2);Β  2.36.050(1)&(2);Β  2.36.060(1)&(9)];

5.Β  Clarifies thatΒ  penaltiesΒ  canΒ  beΒ  criminalΒ  andΒ  civilΒ  [seeΒ  2.36.040(1)]Β  andΒ  specifies twoΒ  possible politicalΒ  penalties for violations by City Council members [see 2.36.040(4)]. The amendments proposed in Ordinance No.Β  528 are completely separate from offers by individual council members to redraft the entire City Ethics Code.
