Washington Top Ranked in Reading and Math

2013 NAEP SCORES 
SUMMARY 

NAEP stands for National Assessment of Educational Progress and is the only long term, field tested, standardized test that has sufficient scientific controls to make its conclusions valid. It has recently published its 2013 test results and here’s a summary for your information. 

Categories being reported represent: 
Advance = earning an A+ 
Proficient = earning an B+ or A 
Basic = earning a C or B 
Below Basic = earned an F or D 


National achievement level results between 1990 & 2013: 
in 4th grade NAEP math scores: 
1990 50%=Below Basic; 27%=Basic; 12%=Proficient; 1%=Advanced             

2013 
17%=Below Basic; 41%=Basic; 34%=Proficient; 8%=Advanced             

in 8th grade NAEP math scores:             
1990 48%=Below Basic; 37%=Basic; 13%=Proficient; 2%=Advanced             

2013
 26%=Below Basic; 38%=Basic; 27%=Proficient; 9%=Advanced

1990 38%=Below Basic; 34%=Basic; 22%=Proficient; 6%=Advanced

1990 31%=Below Basic; 40%=Basic; 26%=Proficient; 3%=Advanced

Washington state is one of only eighteen states whose students were higher than the nation in both 4th and 8th grade reading.

 Conclusions: 
1) Despite the doom and gloom of education reformers' public relations mantra, scores are not “flat” but have been improving. 

2) Despite the misrepresentation of the facts that Proficient means “at grade level”, it’s clear it means something much higher. 

3) Washington state rates in the top level of achievement in both reading and math.
