Harbor House by Bartolotta in Milwaukee landed at No. 19 in the category. The restaurant sits right on Lake Michigan, and nearly every table, including those on the patio, looks out over the water, according to Tripadvisor.

Seafood is the main draw, with diners pointing to the fresh oysters and lobster, often paired with a white wine suggested by the staff. Reviewers also describe the service as polished but laid back, and the desserts tend to leave a lasting impression. The restaurant holds a 4.3 rating on Tripadvisor from more than 1,300 reviews.

Tripadvisor said the "best of the best" title celebrates the highest level of excellence in travel. It's awarded to those who receive a high volume of above-and-beyond reviews and opinions from Tripadvisor users over 12 months. Out of the site's 8 million listings, fewer than 1 percent achieve this milestone.
