Registered Sex Offender Kicked Out of Caledonia ... Again
Caledonia has an ordinance preventing registered sex offenders from moving into the village if their offence took place somewhere else.

CALEDONIA -- A male registered sex offender found living in Caledonia and the homeowner who is housing him are being fined more than $400 per day until the male moves out of the village.
On Wednesday morning, Caledonia police learned that Donald Knebel, 60, had been living on the 2700 block of 6 Mile Road, in violation of village sex offender ordinances for the second time in 2016.
In March, the home owner where Knebel was staying was informed by police that he could not live in the residence due to the offender’s conviction.

Knebel was convicted of two counts of Possession of Child Pornography on 04-15- 2002 in Winnebago County.
The ordinance stated that an offender such as Knebel cannot reside in Caledonia due to Original Domicile Restrictions.

Those restrictions officially state that no Designated Offender shall be permitted to reside in the Village of Caledonia, unless such person was Legally Domiciled in the Village of Caledonia at the time of the offense resulting in the person’s most recent conviction or delinquency adjudication for an offense under the definition of a Designated Offender.
Knebel moved out of Caledonia in April, but authorities found that he was back in the village on Wednesday.
Knebel and the home owner where he was staying were both issued 4 citations for violating Caledonia Village ordinance 11-2- 16. The citation is $457.90. They will continue to be issued citations daily until compliance is achieved.
