In February 2011, Pacala agreed to meet a police informant in the parking lot of a Target store on County Line Road in Menomonee Falls and sell him $80 worth of heroin. He showed up in the parking lot and conducted the deal in the back seat of Pacala’s car.
Police went to Pacala’s house in the 6100 block of West Edgerton Avenue in September to ask him about the deal, but he denied selling heroin to anyone, but said he has been to the Target store many times before.
