Milwaukee 'Cold-Blooded Killer' on FBI Most Wanted List Captured in Texas

FBI arrests Milwaukee man, saying he stood over unarmed man and shot him several times before shooting a second unarmed man in the head.

EL PASO, TX — He was escorted to jail with a smirk on his face and a rap sheet that includes two counts of intentional homicide against him.

This week, FBI agents in El Paso, Texas and the El Paso Police Department arrested FBI Top Ten Fugitive Terry A.D. Strickland in Northeast El Paso.

According to the FBI, agents and local police officers executed a traffic stop at 5:10 a.m. where Strickland was taken into custody without incident. Strickland was being sought as the subject of a double homicide in Milwaukee.

He has been described as a "cold-blooded killer" who gunned down two innocent men.

On July 17, 2016, Milwaukee Police officers responded to a residence to investigate multiple calls regarding a shooting. Upon arrival, officers found the bodies of two male victims in front of the residence.

Strickland, 24, was charged with two counts of first-degree intentional homicide-use of a dangerous weapon in the deaths of Maurice Brown Jr. and Michael Allen Reed, both 38, according to a criminal complaint filed in Milwaukee County Circuit Court.

According to a Milwaukee Journal Sentinel report, Brown was shot multiple times and Reed was shot once in the head July 17 during an argument involving seven or eight men in the 3500 block of N. 26th St.

According to an FBI report, a group of approximately seven or eight men were in front of the residence arguing. Strickland entered the house and allegedly returned with a .40-caliber handgun and began shooting into the group. One man who attempted to stop the argument ended up on the ground, and Strickland reportedly stood over the unarmed victim and shot him repeatedly before turning and shooting another unarmed victim in the head. After the shooting, Strickland fled, leaving his daughter behind in the residence.

A FOX 6 report at the time, eyewitnesses reported hearing anywhere from 8 to 20 gunshots during the incident.

Arrest Warrant Issued

On July 28, 2016, Strickland was charged with two counts of First Degree Intentional Homicide, and a warrant for his arrest was issued in Wisconsin. By October 7, Strickland was charged with unlawful flight to avoid prosecution (UFAP), and a federal arrest warrant was issued for him in the United States District Court, Eastern District of Wisconsin, according to the FBI.

On January 14, 2017, FBI special agents received a tip on the public access line that Strickland was temporarily residing in El Paso. According to the FBI, agents and local police worked through the night on Saturday, January 14 and well into the early morning hours of Sunday, January 15.

The Latest on a Long List

Strickland was the 512th person to be placed on the FBI’s Ten Most Wanted Fugitives list and the 480th to be captured. Strickland is the fourth on that list to be captured by FBI El Paso.

Milwaukee FBI Special Agent in Charge Justin Tolomeo stated, "It was one month ago, to this day, that we added Terry A.D. Strickland to the FBI’s Ten Most Wanted Fugitives list. I am proud of the continuous hard work of our agents and law enforcement partners in quickly apprehending this dangerous and violent fugitive."
