- Lawlessness that is unmanageable by local and state police.

You would also be inclined to believe that, during the unfolding of such unthinkable events a large group of armed, patriotic, Constitution-loving citizens -- many of whom have served in the military -- would enhance the maintenance and preservation of homeland security in addition to providing cost-effective defense of their own personal interests and those of other law-abiding Americans.
