Milwaukee Police Fire Officer Who Shot Sylville Smith, Accused of Sexual Assault

Milwaukee Police have fired the officer who fatally shot Sylville Smith and reportedly sexually assaulted a victim two days later.

MILWAUKEE, WI — The Milwaukee Police Department has fired the police officer who fatally shot Sylville Smith and later reportedly sexually assaulted a victim two days later.

Citing a violation in the department's Police Code of Conduct, Dominique Heaggan-Brown’s employment was terminated by the department effective Monday, October 31st, 2016. The termination was the result of a Milwaukee Police Department Internal Affairs investigation related to the criminal complaint filed against him on Thursday, October 20th.

Milwaukee police say their investigation found Heaggan-Brown to be in violation of the Milwaukee Police Code of Conduct, Core Value- Integrity that states “Department members shall obey local ordinances and state and federal laws, whether on or off-duty” and “Whether on or off duty, department members shall not behave in such a way that a reasonable person would expect that discredit could be brought upon the department, or that it would create the appearance of impropriety or corruptive behavior.”

Officer Arrested

On the evening of Oct. 19, members of Milwaukee Police Department’s Internal Affairs Division arrested Milwaukee Police Officer Dominique Heaggan-Brown after criminal charges were filed against him earlier in the day.

According to police, two days later on Aug. 15, a victim reported to Milwaukee Police he had been sexually assaulted by Heaggan-Brown while off-duty. This investigation, conducted by MPD’s Internal Affairs Division and Sensitive Crimes Division, resulted in the Oct. 19 criminal complaint filed by the Milwaukee County District Attorney’s Office.

Officer Shoots Man

On Aug. 13, Sylville K. Smith, 23, ran from police during a traffic stop. Smith was carrying a loaded gun stolen from Waukesha with 23 rounds. He was shot twice by a police officer. The officer who reportedly shot him, Heaggan-Brown, faced a wave of criticism, including death threats, as riots tore apart Milwaukee's north side.
