School Report Cards: MPS Has 39 Failing Schools, 5 Top Performers

The Democratic Party held its pre-election rally with Barack Obama at Milwaukee's lowest-performing school, according to State Report Cards:

MILWAUKEE, WI — School report cards released Tuesday by the State Department of Public Instruction show that the Milwaukee Public School District "meets few expectations."

Milwaukee had five star performers this year, up from three last year. On the other hand, the oft-troubled district notched a staggering 39 failing schools - by far the largest category of schools among the five state rankings. That number is down from 45 failing schools a year ago.

Milwaukee Public Schools Superintendent Keith Posley said that area schools improved in a statement:

"We are proud of the hard work of our students, staff and families as we strive to improve outcomes for all our students and all our schools,” Posley said. “We are dedicated to making sure every child in Milwaukee Public Schools has the opportunity for success.”

According to a Journal Sentinel report, Posley said that 34 MPS schools improved in at least one category over their performance in the 2016-'17 school year, and that nearly half the district's schools have higher scores than last year.

Data collected by the state Department of Public Instruction says that there is a strong correlation between school performance and the percentage of economically disadvantaged students. According to official figures, MPS has 81.7 percent of its entire student population qualifying as "Economically Disadvantaged."

Scores are calculated for each of the following priority areas on the state report card:

• Student Achievement proficiency in English Language Arts (ELA) and mathematics on state assessments
• Student Growth measured by year-to-year improvements in achievement
• Closing Gaps in performance between specific student groups (comparing English language learners, low-income students, students with disabilities, and members of a racial or an ethnic group with their peers)
• On-Track and Postsecondary Readiness is a measurement using reliable predictors of high school graduation and potential post high school success

Milwaukee's lowest-performing school this year was Milwaukee North Division High School, the same site where leading Democratic candidates for office held their pre-election rally with former president Barack Obama this October.
