Fleeing Suspect Feared Police Would Cut Off "Hands Balls and Feet"
A wild police chase ended in Racine after a Northbrook, Ill. man told officers he feared they would cut off his hands, balls and feet.

RACINE, WI — A Northbrook Illinois man faces multiple charges after telling officers that he feared police were going to cut off his "hands, balls and feet,: after a wild police chase.
Charles H. Town reportedly failed to stop for police, rammed a squad car, resisted officers, fought off multiple taser deployements before getting chased down by a police dog, according to his criminal complaint.
Town has been charged with attempting to flee a police officer, hit-and-run, resisting an officer and possession of drug paraphernalia.

According to his criminal complaint, on April 10, police responded to the 3400 block of Douglas Ave. on Racine's north side on a report that a Volkswagen driven by Town was not stopping for a traffic stop.
Officers positioned squads behind Towns' vehicle, and activated their lights and sirens, but Town would now stop the complaint stated.

According to the criminal complaint, officers deployed a spike strip, but Town guided his vehicle over the strip, puncturing his tires and continuing onto South St. toward Mt. Pleasant St.
Fearing that Town would veer into oncoming traffic, an officer positioned his squad car next to Town's vehicle, only to have Town ram the squad, the complaint said.
The complaint states that Town came to a stop near the 2500 block of Diane Ave. only to flee the vehicle. Once Town stopped running, officers gave him a verbal command to get on the ground, but he continued running, "acting in a hysterical manner."
Town is currently being held in the Racine County Jail on a $5,300 cash bond.
Police said they deployed a taser on Town, only to have him attempt to pull the taser probes from his body. After two more taser deployments, Town finally went to the ground, only to resist officers and break free.
According to the complaint, police deployed K9 officer Dozer to corral Town, which was successful.
Police said that "people were chasing him" upon his arrest, and stated that "police were going to cut his balls, hands and feet," and stated he needed to "get out of this dimension."
When police asked Town if he had taken any drugs, he admitted to taking Adderall, however according to the criminal complaint, a subsequent search of his car revealed a glass pipe with a glass end that suggested other drug use.
