Woman Accused Of Shooting, Killing Dog: Police

Police in Racine County say a woman demanded a gun from an area resident and shot a stray dog twice, killing it.

RACINE COUNTY, WI — A Caledonia woman is facing a charge of felony mistreatment of animals and disorderly conduct after allegedly killing a dog that had been left in a field by its owner, according to Racine County authorities.

Heather Foreman-Urick was charged on July 31, made her initial court appearance on Tuesday, Aug. 21 and was released on a $3,000 signature bond, according to court records.

The dog's owner dropped off the canine in an empty field in the 7800 block of W. River Road in Caledonia on June 14 after he feared he was going to get evicted from his apartment because the dog was causing damage to rooms inside, according to a criminal complaint filed in Racine County.

The man provided the dog with food and water and told investigators that he intended to retrieve the dog. Two days later, he found the dog had been shot twice and killed. The dog owner was not identified in court documents.

Authorities said the dog had been killed a few hours after he dropped it off.

An area resident saw the man's dog playing in the field, according to the criminal complaint. He told authorities that the dog seemed to be playing and not acting in an aggressive manner.

Between 1 p.m. and 3 p.m. that day, the resident said he was approached by a woman driving a decommissioned West Allis fire truck. The woman identified herself as Heather Foreman-Urick, authorities say.

Police said that Foreman-Urick asked the resident if the dog belonged to him. He told Foreman-Urick that it didn't and she left the area.

Several minutes later, Foreman-Urick returned, telling the resident that she had been bitten by a pit bull when she was young and that the dog in the field had been aggressive toward her. (The breed of the dog was not identified by court records.) She then asked the resident to shoot the dog, and when he refused, she asked for a firearm.

Because she was driving the fire truck, police said that the resident believed Foreman-Urick was acting in an official capacity as a village employee. He handed her a firearm. Minutes later, she walked into the field and shot the dog twice, authorities said.

Police located Foreman-Urick three days later as she was exiting a restaurant and walking toward her fire truck, authorities said.
