At 3:09 p.m. Aug. 9, a security officer at Kohl’s spotted Bustos pushing a shopping cart full of merchandise out the front doors and into the parking lot. The guard stopped her and Bustos ran on foot.

When Muskego police officers arrived at the store they found Bustos’ car in the parking lot with her passport and three cell phones inside. While at the vehicle, one of the phones rang, an officer took the call, and the person who called asked to speak with Bustos, identifying her to police.
