Change in the foster care system...Are these kids worth it?

Why is it that this petition to help children in the foster care system by bringing awareness to the issue only has 538 signatures, but the one that is trying to stop Bank of America from charging a $5 fee has 306,894 signatures?

Please explain that to me? Is it that people don't care about children in the system because they are not their kids? Well, they are children of God. Please take the few seconds it takes to sign this petition and get the word out to lawmakers that change is needed! I appreciate your support with this.
