Watson, 28, was being transported Friday morning to a psychiatric hospital for the criminally insane Friday morning when he pushed the guard to the ground, then left the van and fled into woods. He has tattoos that say "Evil" on the back of his neck, "Watson" on his right inner forearm, "187" on his left forearm and "Sin" on his left hand, police said.

Maryland Prisons Block Cell Phone Use By Inmates With High-Tech System

A Hanover company received a nearly $1 million contract this month to intercept cell phone signals in Maryland prisons through 2019. “Officers and jail employees are safer knowing that they and their families are not being targeted by inmates,” a company spokesperson said. “Before, inmates were able to capture images, send videos and coordinate hits or shake-up on personnel."
