TTL Taps Former Tuscaloosa City Councilor For Executive Role

TUSCALOOSA, AL — Engineering and consulting firm TTL, Inc. has named former Tuscaloosa city councilor and school board chairman Lee Garrison as its new vice president of external affairs.

In the newly created role, TTL says Garrison will work to strengthen relationships with public-sector clients, community partners and industry stakeholders while helping support infrastructure planning and funding efforts across the region.

"Lee's experience brings tremendous value to TTL and to the communities we serve," TTL Chief Executive Officer Dean McClure said in a statement. "I firmly believe his understanding of how public entities plan, prioritize, and fund critical infrastructure investments will help us better support our clients as they navigate increasingly complex projects and long-term needs."

Garrison joins the firm after a career in public finance, where he provided investment banking services to municipalities, colleges and universities, utilities, health care organizations and other public entities.

He specialized in tax-exempt and taxable financing projects.

Garrison's financial background is complemented by more than two decades of elected public service.

Garrison served four terms on the Tuscaloosa City Council, including as chairman of the council's Finance Committee, before later serving as chairman of the Tuscaloosa City Board of Education.

During his tenure on the school board, district leaders launched a $250 million strategic plan focused on education and infrastructure improvements.

"I know firsthand that public infrastructure projects require collaboration among engineers, community leaders, elected officials and funding partners," Garrison said. "TTL has a strong reputation for technical excellence and a genuine commitment to the communities it serves. I look forward to helping build on that foundation and supporting clients as they bring important projects to life."

Outside of his professional work, Garrison serves on the board of the Chamber of Commerce of West Alabama and has held leadership roles with several civic organizations, including the Business Council of Alabama, United Way of West Alabama, the American Red Cross West Alabama Chapter, Visit Tuscaloosa, the Black Warrior Council of Scouting America, the Black Warrior Solid Waste Disposal Authority and the Boys & Girls Clubs of West Alabama.

A University of Alabama graduate, Garrison holds a bachelor's degree in finance and real estate and maintains FINRA Series 7, 52 and 63 licenses.
