Phoenix police's special assignments unit is negotiating with an armed man still inside the bar, and residents are urged to avoid the area until the scene is cleared. 
• Aggravation phase to begin for man convicted of shooting Phoenix officer 8 times (azfamily.com) — Jurors in Phoenix are beginning the aggravation phase in the case of Essa Williams, already convicted of shooting Phoenix Police Officer Tyler Moldovan multiple times in 2021. Prosecutors will argue aggravating factors that could mean decades in prison, while the defense prepares to push for mitigating circumstances before sentencing.
• Vestar targets Desert Ridge retail site in area that's drawn $251M in recent bids (abc15.com) — A Phoenix-based developer, Vestar, is pursuing a 20-acre state land parcel at Black Mountain Boulevard and Deer Valley Drive in Desert Ridge for a new anchored retail project. The site heads to auction November 5, with required road improvements baked into the starting bid, potentially reshaping shopping and traffic in this fast-growing corner of Phoenix.
