California Coronavirus: Live Updates On Reopening, Orders, Cases
Here's a roundup of all the coronavirus developments in California as of July 5.
CALIFORNIA — As Independence Day dawned, Californians were being asked to celebrate in muted fashion amid signs that the coronavirus is rapidly spreading.
Most of the usually packed Southern California beaches were ordered closed, and residents were asked to stay home and avoid parties, which can serve as spreading events. Ahead of this Fourth of July weekend, Gov. Gavin Newsom hosted a news conference Thursday to stress the need to wear a mask and stay away from crowds, however enticing it may be to do the contrary.
"Wishing all of you a happy Fourth of July weekend with all of these criteria and conditions and modifications in mind," he said, referencing recent crackdowns on several counties across the state that include the closures of bars and indoor dining.

In Los Angeles, the county with the highest number of infections statewide, LA Mayor Eric Garcetti took it a step further, telling residents, “Only leave for essential activities like going to work or going to the market. And you should assume everyone around you is infectious.”
With the holiday weekend considered a pivotal juncture, many California cities are cracking down in an effort to contain the spread of the disease. The current outbreak is largely believed to have begun with the Memorial Day weekend, when after months of shutdown, residents across the state eagerly ventured out and attended backyard barbecues and hit the beaches and restaurants. Fearing a repeat over the Fourth of July, many cities began issuing fines for those found violating health orders such as mask mandates.

What's more, the governor added that enforcement of the restrictions related to the coronavirus pandemic is now taking place. He said 350,000 businesses have now received notifications from California's Division of Occupational Safety and Health. The notices indicate that public health mandates must be followed and will be enforced.
Newsom repeatedly noted that it's important to stay away from those you do not live with and comply with the face covering mandate.
"We're not out of this pandemic, we're still in the first wave," he said said. "We have a health crisis in this nation... it requires some level of personal responsibility."
Still in communities where beaches remained opened, authorities reported larger than usual Fourth of July crowds in San Diego County. Officials there estimated beach crowds up to 35 percent higher than the typical Independence Day weekend.
New York adds California to quarantine list
This comes as California's worsening resurgence of the coronavirus put it on an undesirable list Tuesday: it's now one of more than a dozen states whose residents will be required to quarantine for 14 days if traveling to New York.
New York Gov. Andrew Cuomo made the announcement Tuesday, adding California and several other states to the list that now includes 16 states whose COVID-19 outbreaks have been deemed severe enough to jeopardize New Yorkers' safety.
"As an increasing number of states around the country fight significant community spread, New York is taking action to maintain the precarious safety of its phased, data-driven reopening," Cuomo said.
Visitors from states on the list are asked to self-quarantine once they arrive in New York. Cuomo's office said non-compliance with the quarantine order may be deemed a violation of the state's public health law and subject to a civil penalty of up to $10,000.
Still, Gov. Gavin Newsom on Tuesday sounded resolute as he described the effort it will take for the state to beat back the virus once again.
"We bent the curve in the state of California once — we will bend the curve again," Newsom said. "Mark my word."
The causes of the virus's resurgence vary from county to county, state health secretary Dr. Mark Ghaly said Monday. Family gatherings outside the household appear to be responsible for the uptick in cases in Sacramento County, for example, while outbreaks in prisons and jails have caused cases to jump elsewhere, Ghaly said.
Newsom on Monday implored Californians to wear face coverings when out in public and abide by their counties' health orders to help slow the spread of the virus. If the current resurgence continues, he warned, stricter stay-at-home orders could come back on the books.
"If we do not see a mitigation of the spread, we will consider doing more," Newsom said Monday.
