Ventura County Public Works Agency's Watershed Protection District Proposes Improvements to Santa Clara River Levee

The Ventura County Public Works Agency’s Watershed Protection District (VCPWA WPD) is proposing structural improvements to the existing SCR-3 levee system to enable it to withstand a one percent annual chance flood event, commonly referred to as a 100-year flood event.

The project is located in unincorporated Ventura County with components also located within the City of Oxnard. The proposed levee alignment generally proceeds along the southern bank of the Santa Clara River, between the Union Pacific Railroad (UPRR) Bridge and Bailard Landfill.

VCPWA WPD intends to seek Board of Supervisors certification of an Environmental Impact Report (EIR) for the SCR-3 Project. The project would result in potential adverse impacts relating to scenic resources, glare, air quality, biological resources, cultural resources, hazards, noise and vibration, transportation and circulation, utilities, flood control and drainage, and recreation. Most adverse impacts can be mitigated to a less-than-significant level; however, significant and unavoidable scenic resources and construction noise and vibration impacts would occur in Reach 4.

The public review period for the Draft EIR is from Monday, Dec. 7, 2015, through Friday, Jan. 22, 2016. All comments must be submitted in writing and received by 5 p.m. on Jan. 22. A public meeting will be held to review the results of the Draft EIR and allow interested parties an opportunity to ask questions on the Draft EIR. The meeting is scheduled for Wednesday, Dec. 16, 7 p.m. at the Marriott Residence Inn – Jr. Ballroom, 2101 W. Vineyard Avenue, Oxnard.
